A WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update Evaluation of Housing Housing is an important component of all communities. Quality, available, affordable, and diverse housing enhances the quality of life, contributes to a community's sense of place, and supports economic development. As part of this task, WSB will work with the PAC and CAC to update the pertinent sections of the 2004 Comprehensive Plan, Chapter 7 — Housing. This involves reviewing and editing data for the existing housing characteristics, housing mix, age and condition of housing, and housing policies. The housing plan will also be updated based on current and projected economic trends. These updates will be reviewed with the Citizen Advisory Committee and refined as directed. . :. The following information will be collected and reviewed by r X the WSB team: } Statistics on the age of housing stock in Elk River. Residential building permits data from 2000 to most current available figures. .' American Community Survey findings for data collected between 2005 and 2011. Compile the following: — Owner-occupied housing units by mortgage status — Owner-occupied housing units by value — Renter-occupied units by contract rent — Housing units by structure and occupancy — Housing units by occupancy status and tenure Residential land supply in Elk River and its impact on potential housing production. Housing values since 2000 based on sales data from the local MLS and/or the City of Elk River or Sherburne County Assessor's Office. Utilizing this information, WSB will assist the City in determining the appropriate housing levels (affordable housing, executive) necessary to support the desired local commerce and industry. This data will also assist WSB in forecasting how Elk River will be affected by the aging of the population, in terms of housing demand and services. Project Approach / 15
