A <br /> WSBa proposal to proviae professional services for the Elk River comprehensive plan update ..-. <br /> Evaluation of Community Facilities <br /> Community facilities play an important role in defining the community <br /> and shaping future development within the City. Community facilities <br /> include parks, schools, health and safety services, libraries, religious <br /> institutions, and similar facilities. They help contribute to the quality <br /> of life in Elk River and they affect the City's ability to maintain and <br /> ` = attract residents, visitors, businesses, and industries. As part of this <br /> 4° <br /> JAI,, update, WSB will evaluate the existing language as presented in <br /> AN,U <br /> the 2004 Comprehensive Plan, Chapter 10 - Community Facilities <br /> and modify accordingly. It will provide an inventory and analysis <br /> of existing community facilities and services within Elk River. It will <br /> also describe a vision and goals, objectives, policies, and plans for <br /> maintaining and enhancing those facilities and services. Highlighting <br /> and mapping out where existing and future planned facilities will be <br /> located is a key component to planning for the future and will be <br /> outlined during this process. <br /> These updates will be reviewed with the Citizen Advisory Committee <br /> and refined as directed. <br /> Evaluation of Infrastructure <br /> The 2004 Comprehensive Plan, Chapter 8 - Utilities <br /> includes a written description of sanitary sewer, <br /> water and electric systems. As growth trends <br /> have changed given the economic climate, it is <br /> important to review and update the assumptions <br /> made in the 2004 Plan. WSB will prepare text and <br /> pertinent maps relating to the existing sanitary <br /> sewer, water and electrical systems, projections of <br /> future water demands and wastewater flow based <br /> on the updated population projections, and policies <br /> for expanding the City's water and sanitary sewer <br /> systems to serve the population growth projected <br /> as part of the Comprehensive Plan. This chapter <br /> will remain general in nature and exclude detailed <br /> technical analysis such as modeling, cost estimates, <br /> i L and funding evaluations. <br /> r <br /> These updates will be reviewed with the Citizen <br /> Advisory Committee and refined as directed. <br /> Project Approach / 13 <br />
