A <br /> WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update <br /> Evaluation of Transportation <br /> Recognizing Elk River will update its Transportation Plan <br /> in 2014, efforts for the comprehensive plan will focus <br /> on the three areas identified in the RFP, updating basic <br /> information contained in the 2004 Comprehensive plan, <br /> and addressing other issues identified by staff. The <br /> updated transportation will comply with state and local <br /> t� Big Lake requirements. <br /> We anticipate the document will be reviewed and updated <br /> for the following primary areas: <br /> Develop strategies to address non-motorized and <br /> pedestrian travel across and along US 10 and US 169, <br /> as well as major county highways. <br /> Identify a supporting local roadway network to ensure <br /> that future commercial, industrial, residential, and <br /> recreational land uses are adequately served by planned <br /> - access and interchanges to US 10 and US 169. <br /> Develop strategies to maximize connections to US 10, <br /> US 169, NorthStar Commuter Rail, and county facilities <br /> that link Elk River to the Twin Cities and to recreational <br /> opportunities in Greater Minnesota. <br /> _ Summarize analyses and recommendations from <br /> MnDOT studies along US 10 and US 169. <br /> Summarize and incorporate recommendations for <br /> MEW transportation improvements and connections from the <br /> Mississippi Connections study. <br /> Summarize and incorporate recommendations from the <br /> Elk River 171 st Avenue FAST study and AUAR. <br /> Summarize new transit opportunities that exist <br /> (NorthStar) and plans for additional services. <br /> Review and update roadway functional classification <br /> designations. <br /> Identify ongoing street system issues and potential <br /> policies to address concerns. <br /> Identify policies and procedures to prepare for future <br /> routes (official maps, proactive road development, <br /> etc.). <br /> Identify funding opportunities for transportation <br /> infrastructure. <br /> These updates will be reviewed with the CAC and refined <br /> as directed. <br /> Project Approach / 12 <br />
