A <br /> WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update ..- <br /> The following technical memos are anticipated to be developed, but will be discussed <br /> with the PAC for final determination, which will include: <br /> Introduction, Visions, Goals, Objectives, Policies, and Trends and Forecasts <br /> Land Use <br /> Transportation <br /> Community Facilities <br /> Infrastructure <br /> Natural Environment and Resources <br /> Parks, Trail, and Open Space <br /> Housing <br /> Economic Development and Urban Design <br /> Intergovernmental Cooperation <br /> Implementation <br /> Evaluation of Land Use <br /> .a' This chapter is critical, as it describes existing <br /> s land use pattern and sets forth a plan for <br /> "' s • future land use that is consistent with the <br /> City's vision. The Land Use Plan guides <br /> - City Staff, the Planning Commission, the <br /> s - - <br /> City Council, property owners, developers, <br /> and other interested parties in decision <br /> relating to the type, location, and density of <br /> future development in the community. It also serves as the foundation for updating <br /> the City's Zoning Map, Zoning Ordinance, Subdivision Regulations, and other <br /> implementation tools. <br /> Elk River is constantly changing as development converts vacant land to built uses <br /> and often times results in the change in character and use of the land. WSB will <br /> review and discuss any modifications to the existing land use text and mapping <br /> that will need to occur from the 2004 Comprehensive Plan, Chapter 5 - Land Use. <br /> These updates will be reviewed with the Citizen Advisory Committee and refined as <br /> directed. <br /> We anticipate the document will be reviewed and updated for the following primary <br /> areas: <br /> Existing land use <br /> Future land use, including updated land use classification types <br /> Land use breakdown calculations <br /> Development and neighborhood character <br /> Goals, objectives, and policies by land use category <br /> Project Approach / 11 <br />
