N ;; assional s�r ;as for the Elk River coma i �6&, update <br /> Employment trends will also be analyzed during this step, <br /> which will include: <br /> Identify the major employers in Elk River by number of <br /> employees and type of business <br /> 1 I__7 Employment by industry type <br /> Occupation by type <br /> This analysis will allow WSB staff to document current <br /> conditions and trends, as well as emerging issues that have <br /> long-term implications for the City. <br /> Assumptions <br /> At WSB, we take a systems approach to planning. We consider a community's <br /> natural environment, social and cultural environment, and economic environment <br /> as an integrated system. Our comprehensive, integrated, and balanced planning <br /> approach will include an analysis of the assumed effects of external forces on <br /> the future of the local community. We will study issues and provide forecasts of <br /> local and regional growth and how that will impact the physical growth of the <br /> community. <br /> Vision/Overview of the Plan <br /> In this task, WSB will review and, if necessary, revise the vision, guiding <br /> principles, and trends and forecasts found in the current Comprehensive Plan. We <br /> will evaluate the local and regional forces that may be impacting the community <br /> and update the assumptions and projections within the Plan. After we have <br /> refined the visions, guiding principles, trends, and forecasts, we will meet and <br /> review the draft language and obtain input for further revisions as necessary. <br /> Planning Elements <br /> WSB has found that taking an incremental approach when developing a <br /> comprehensive plan affords City staff and key stakeholders have the time to <br /> review each major topic (Chapter) one at a time, rather than reviewing the <br /> entire draft plan all at once. This approach allows us to review the analysis with <br /> pertinent agencies, receive feedback, and address issues before we officially <br /> submit the updated Comprehensive Plan. Using an incremental method helps <br /> make certain there are no surprises, so we can provide our clients with a smooth <br /> updating process. <br /> As part of the development of the Comprehensive Plan Update, WSB will develop <br /> technical memos for review and discussion with the City to obtain feedback and <br /> input as needed. <br /> Project Approach / 10 <br />
