A <br /> WSBa proposal to provide professional services for the Elk River comprehensive pian update .. <br /> _ a Citizen Advisory Committee (CAC) (7 meetings) <br /> � Throughout the planning process, we recommend working with <br /> a broad-based citizen committee that consists of members of the <br /> Planning Commission, the City Council, the EDA, the HRA, the <br /> _ Parks and Recreation Commission, the Chamber of Commerce, the <br /> Independent School District No. 728, the Rivers Edge Downtown <br /> w^ 4 Business Association, the Heritage Preservation Commission, the <br /> Utilities Commission, the Energy City Commission, residents, business <br /> owners, developers, or other members as may be applicable. It is <br /> anticipated at this time members from the WSB team will meet with <br /> the Citizen Advisory Committee generally once a month during the <br /> core planning phase of this update. <br /> While having a large and diverse CAC group meeting to discuss <br /> the future of the City of Elk River through this planning process <br /> allows for a wide range of perspective, it can also sometimes be an <br /> overwhelming process. Often times numerous committee members <br /> would like to offer comment, and at times the conversation can get <br /> ►' away from the meeting manager. Alternatively, some members of a <br /> committee may feel intimidated or feel that their comments aren't <br /> important, so they may limit their comments or not participate in the <br /> conversation at all. <br /> Recognizing these factors may exist, WSB is proposing to use the "JoinSpeaker" <br /> learning management system during the CAC meetings. This is a web-based system <br /> that empowers CAC members to share questions or ideas with WSB team members <br /> through the use of smartphones or other mobile devices. The speaker or moderator <br /> PM controls the action from an iPad or other tablet device. It allows participants of the <br /> CAC to quickly answer numeric and alphanumeric questions using the keyboard <br /> provided on laptops or smart devices (i.e., smartphone or iPad). When polled, the <br /> CAC's responses can be anonymous or identifiable, depending on the desires of the <br /> a CAC members. In this method, WSB staff will enable the web-clicker prior to use by <br /> C the CAC. CAC members can utilize their own smartphones for this process, or WSB <br /> Q can provide other methods for meeting use (i.e., laptops or iPads). <br /> E <br /> The following seven CAC meetings are anticipated: <br /> 1. Review Draft Introduction, Visions, Goals, Objectives, Policies, and Trends and <br /> Forecasts <br /> 'JoinSpeaker"/earning 2. Initial Land Use, Transportation, and Infrastructure Discussion <br /> management system 3. Review Draft Land Use, Transportation, and Infrastructure <br /> 4. Review Draft Natural Environment and Resources and Draft Parks, Trail, and <br /> Open Space <br /> 5. Review Draft Housing and Draft Economic Development and Urban Design <br /> 6. Review Draft Comprehensive Plan, including Draft Community Facilities, <br /> Intergovernmental Cooperation, and Implementation Sections <br /> 7. Review Final Draft Comprehensive Plan <br /> Project Approach / 7 <br />
