A <br /> WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update <br /> Participatory Process <br /> Public participation means to involve those who are affected by a decision in the <br /> decision-making process. By providing participants with information they need to be <br /> involved in a meaningful way, public participation promotes sustainable decisions and <br /> it communicates to participants how their input affects the decision. As residents, <br /> business owners, and landowners within the City of Elk River, providing input on how <br /> the community will grow and develop for years to come is a major event in which <br /> public participation is extremely important. <br /> Crucial to the success of this project will be engagement of key stakeholders and <br /> the community at large. Following the guidance provided by the Project Advisory <br /> Public Committee (PAC), our process illustrates the numerous transparent methods with <br /> participation which engagement will be made. Ultimate realization of a plan for the City will be, in <br /> promotes large part, a factor of the community involvement and acceptance of the needs of all <br /> sustainable its citizens. <br /> decisions. We have found a well-managed public <br /> participation plan benefits the comprehensive planning process by gaining public <br /> support to ensure that the implementation of the Plan occurs. This plan will not be <br /> just another plan to sit on your shelf. <br /> This task outlines the various times and means of input and review from City Staff, City <br /> Council, the public, and review agencies. To provide a more efficient and streamlined <br /> process, communication strategies include meetings, emails, electronic submissions, and <br /> telephone calls. The various review and input points are outlined below: <br /> RV) LK! Project Advisory Committee (PAC) (4 meetings) <br /> The Project Advisory Committee (PAC) is a committee made <br /> up of members of the City staff and the WSB team. The PAC <br /> will be responsible for generating background information <br /> and data to WSB, reviewing and providing feedback on all <br /> draft technical memos, attending PAC meetings as may <br /> be necessary, and assisting in the development of the <br /> Comprehensive Plan. It is anticipated that the PAC will meet <br /> a total of four times to review and provide feedback on <br /> proposed plan sections.
