City Council Minutes <br />May 13, 2002 <br /> <br />7.1. <br /> <br />Page 4 <br /> <br />Consider Ciw transportation Plan Update <br /> <br />City Administrator Pat Klaers addressed the issue of updating the City's transportation plan. <br />City Engineer Terry Maurer and Kevin Pape reviewed the proposed Transportation Plan <br />Task Objectives as proposed. City Engineer Terry Maurer stated that the cost to update the <br />plan is approximately $66,000 plus an additional $51,000 for the optional tasks if desired by <br />the Council. <br /> <br />Mayor K2inzing talked about the importance of doing a good job on this transportation <br />plan. She indicated that she would like to include optional tasks and wants to understand the <br />impact that developments will have on transportation in the City. <br /> <br />Councilmember Tveite indicated his concerns of maintaining a plan for fle.,dbility. He <br />indicated that he would like to see a plan that is fle.,dble and that can be changed as Elk <br />River changes. <br /> <br />Discussion was held as to whether the City could get a complete plan without the optional <br />tasks. Terry Maurer suggested bringing more detail and information to the Council regarding <br />the optional tasks. <br /> <br />Councilmember Motin indicated his concern as to whether the optional items are necessary. <br />at this time. He also noted his concern with the cost and the fact that it is not a budgeted <br />expense. He stated that beginning the transportation plan at this time could impact the <br />results of the comprehensive plan by taxing the time of those involved with the <br />comprehensive plan. <br /> <br />City Administrator Pat Klaers recommended that the fund balance, as discussed at the audit <br />presentation, be the source of funds for this project. <br /> <br />COUNCILMEMBER MOTIN MOVED TO APPROVE THE CORE PROPOSAL <br />OF THE TRANSPORATATION PLAN SUBMITTED BY HOWARD R. GREEN. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. <br /> <br />Councilmember Tveite questioned the competitive bid process. Pat I<_laers indicated that the <br />City is not bidding the project due to Terry Maurer's extensive knowledge of the city and the <br />fact that Howard Preston of this f~rm is one of the top transportation study consultants. <br /> <br />THE MOTION CARRIED 5-0. <br /> <br />Mayor Klinzing suggested providing more information on the optional tasks. <br /> <br />7.2. <br /> <br />Discuss Twin Lakes Road Signal Request Associated with Elk River Stat/on Development <br />Proposal <br /> <br />This item was postponed to the May 28, 2002, City Council meeting. <br /> <br />7.3. Review 175th Feasibility Study and Consider Resolution Calling for a Public Hearing <br /> <br />City Engineer Terry Maurer reviewed the 175th Avenue Feasib/lity Study for the installation <br />of lateral sanitary sewer and trunk water main together with the reconstruction of 175th <br />Avenue from Tyler Street to Fillmore Street. Terry noted that the sanitary sewer is to be <br />funded by the developers of Park Pointe Addition and the water main is going to be bid as <br /> <br /> <br />
