Ci~ Council Minutes <br />May 13, 2002 <br /> <br /> an alternate with funding possibly provided by the City and The Elk River Municipal <br /> Utilities. <br /> <br />Page 5 <br /> <br />Terry Maurer noted that he was unsuccessful in getting all of the easements from properties <br />abutting 175th Avenue with no compensation. Council discussion pursued regarding how the <br />street project should be assessed. Terry reviewed three options for the Council to pursue. <br /> <br />Councilmember Dietz discussed the difference in the price of the original offer the city <br />made to the property, owners for the easements versus the amount some of the property <br />owners received. He indicated that it would not be fair to only deduct the original offer from <br />those property owners who did not request and receive payment for their easements. <br />Councilmember Tveite suggested adding 20% to the original offers of those who did not <br />receive payment, to take into consideration the 10% increase in land value per year for the <br />last two years. <br /> <br />Councilmember Motin questioned whether it was fair to charge the Cascade Land Company <br />for the full assessment due to the land that ~vas given during the platting process. Terry <br />Maurer stated that a credit could be given to those who have given land during the platting <br />process. <br /> <br />The Council directed the City Engineer to revise the feasibility study showing table one with <br />an increase of 20% and a credit for the platted areas. No further action was taken at this <br />time. <br /> <br />7.4. Miscellaneous Updates <br /> <br />The City Engineer gave the fo[lowing updates on the street projects that were hsted in his <br />letter to the City Council dated May 8, 2002: <br /> <br />· 2002 Seal Coating Projects <br />· King Avenue <br />· Evans Avenue <br />· 193~d Avenue and Evans Street <br />· Assessable Overlay Improvements for 2002 - No assessable overlay improvements <br /> proposed for 2002. <br /> <br />Updates were provided on the following issues: <br /> <br />· Dodge Avenue - 5~h Street - Terry Maurer noted that this project will be moving <br /> forward in the near future <br />· Eminent Domain of I43rkeide property <br />· MnDOT Public Hearing- Highway 10/169 Corridor Projects -July 8 <br />· Highway 10/Main Street Intersection Project - Update by Pat I~daers - Property <br /> going up for sale at public auction. The City would 1/ke to go to the auction to <br /> purchase the property and the Council concurred. <br /> <br />8. Other Business <br /> <br />COUNCILMEMBER TVEITE MOVED TO SET THE PUBLIC HEARING FOR <br />THE TAX REBATE FINANCING FOR THE ELK PATH PROFESSIONAL <br /> <br /> <br />
