In the winter of 2012/2013, the City's Sewer Department will televise the sanitary sewer <br /> pipe located within the down town area and inspect the sanitary sewer manholes to <br /> determine if replacement or repairs are necessary. <br /> 2.4 Proposed Improvements <br /> 2.4.1 Surface <br /> The proposed surface improvements included with the 2013 Street Improvement Project <br /> include bituminous wear course paving, edge mill and bituminous overlay improvements, <br /> full depth pavement reclamation, and full depth roadway and utility reconstruction. <br /> Streets within the Eagle Marsh, Hillside Estates,K& L Addition, and The Woods at <br /> Hillside 4th Addition are proposed to receive 11/2 inches of bituminous wear course. <br /> Streets within these neighborhoods did not receive the final wear course paving by their <br /> respective developers and will be paved with this project. All costs for these <br /> improvements will be assessed to the undeveloped lots in each development. <br /> Streets within the Country Side Acres, Avon Acres, Deerfield 4th Addition, Meadowvale <br /> Heights, Holt Avenue, and 202nd Avenue NW neighborhoods are proposed to receive an <br /> 8-foot-wide edge mill and 11/2-inch bituminous overlay to increase the pavement <br /> thickness and improve the cross slope of the existing roadway, further promoting <br /> drainage within the roadways. Structurally deficient concrete curb and gutter will also be <br /> replaced with the 2013 Street Improvement Project. Spot repair and replacement of <br /> broken and settled curb will be completed based on a field review of the site. <br /> Full depth roadway reclamation, in which the existing deteriorating roadway surface is <br /> reused as aggregate roadway base, is proposed due to the level of distress the bituminous <br /> pavement is experiencing in the proposed roadwayh reclamation areas. Streets within the <br /> Royal Oaks neighborhood, Evans Avenue NW, 4t Street NW between Jackson Street <br /> NW and Gates Avenue NW, and Irving Avenue NW are proposed to be reclaimed and <br /> reconstructed to the following section: 11/2 inches of bituminous wearing course, 2 inches <br /> of bituminous base course, and 6 inches of reclaimed aggregate base over an acceptable, <br /> compacted subgrade. All reclaimed streets will be constructed to a 2-percent cross-slope, <br /> further promoting drainage within the roadways. In addition, drain tile will be included <br /> as needed at low points to improve subgrade stability and deter premature deterioration of <br /> pavements similar to what has been experienced in parts of Royal Oaks Ridge. <br /> Roadways identified for full depth reclamation will be reconstructed to match existing <br /> street widths to reduce impacts to residential properties and salvage the existing concrete <br /> curb and gutter. <br /> Full street and utility reconstruction is proposed along 185th Avenue NW, Business <br /> Center Drive, Gary Street, 4th Street, 4th Street NW between King Avenue and Jackson <br /> Avenue NW, Railroad Drive, and 3rd Street NW. This work includes the removal of the <br /> existing bituminous roadway section and subgrade excavation to remove any unsuitable <br /> materials.
