course, 2 inches of bituminous base course, and 8 inches of Class 5 aggregate base over <br /> an acceptable, compacted subgrade. 3rd Street will be similar; however, it will have 6 <br /> inches of Class 5 aggregate rather than the 8 inches proposed on the other streets due to it <br /> being a 7-ton design. All reconstructed streets will be re-established to include a 2- <br /> percent cross-slope, further promoting drainage within the roadways. <br /> Figure 2 through Figure 13 of Appendix A illustrates the proposed roadway sections. <br /> Included with the reconstruction is a proposed redesign of the intersection of Irving <br /> Avenue/3rd Street/Railroad Drive. These streets are not perpendicular to one another and <br /> therefore they intersect at angles that create driver confusion and impaired visibility. To <br /> address these concerns we are proposing a roundabout at this intersection. <br /> Figure 1 of Appendix B provides an exhibit of the proposed improvements. <br /> The proposed improvements also include providing angled parking along both sides of <br /> Railroad Drive between Jackson Street and Irving Avenue. The current mail drop off is <br /> proposed to be eliminated. <br /> Roadways identified for full street and utility reconstruction are proposed to be <br /> reconstructed to match existing street widths to reduce impacts to properties where <br /> feasible as a part of this project. 185th Avenue NW will be reconstructed to include new <br /> concrete curb and gutter along the north side of the roadway. Omitting curb along the <br /> south side of the roadway will allow storm water to sheet drain across the entire width of <br /> the roadway and maintain the existing ditch drainage system along the south side of the <br /> roadway. Additionally, the 10-foot-wide trail along the north side of the roadway is <br /> proposed to be extended from its current terminus to Waco Street. <br /> Along Business Center Drive and Gary Street, realignment of the roadway is proposed to <br /> eliminate the 90-degree elbow where the two roadways intersect. Business Center Drive <br /> and Gary Street will be reconstructed to a 40-foot (back-to-back)width with on street <br /> parking along both side of the roadway. The realignment of the roadway will be <br /> completed within the City owned property; therefore, easements will not be required in <br /> order to realign the road. <br /> Pedestrian improvements along Business Center Drive and Gary Street include extending <br /> the existing concrete walk along the north side of Business Center Drive from Joplin <br /> Street to Gary Street. The walk will further extend along the west side of Gary Street <br /> from Business Center Drive to State Highway 10. The proposed pedestrian <br /> improvements along Business Center Drive and Gary Street include the construction of <br /> traffic calming nodes (curb bump outs) at the intersections where concrete walk currently <br /> exists.
