• 4th Street NW located between Jackson Street NW and Gates Avenue NW <br /> • Irving Avenue NW located between 4th Street NW and 3rd Street NW <br /> Full Street and Utility Reconstruction <br /> Full street and utility reconstruction improvements proposed for construction in 2013 include <br /> curb and bituminous pavement removal and subgrade corrections to accommodate a roadway <br /> section of approved subgrade, 8 inches of aggregate base, and 31/2 inches of bituminous <br /> pavement. Full street reconstruction improvements are proposed along approximately 8,305 <br /> (1.57 miles) of various 22-foot-wide (edge of bituminous to edge of bituminous) to 40-foot-wide <br /> (edge of bituminous to edge of bituminous)rural streets and include the following roadways: <br /> • 185th Avenue NW located between Troy Street NW and Naples Street NW <br /> • Business Center Drive located between Joplin Street NW and Gary Street <br /> • Gary Street located between Business Center Drive and State Highway 10 <br /> • Lowell Avenue NW located between Railroad Drive and King Avenue <br /> • 4th Street NW located between King Avenue and Jackson Avenue NW <br /> • Railroad Drive located between Jackson Street NW and Main Street NW <br /> • 3rd Street NW located between Railroad Drive and Evans Avenue NW <br /> Additionally, water main improvements have been identified along 185th Avenue NW, 3rd Street <br /> NW, and 4t Street NW between King Avenue and Jackson Street NW. Water main <br /> improvements include installing new water main along 185th Avenue and replacing existing <br /> undersized water main along the remaining roadways identified above. Replacing portions of the <br /> City's utility infrastructure in conjunction with the proposed street improvements provides an <br /> opportunity to minimize the replacement costs and traffic disruptions associated with the work. <br /> The proposed utility improvements also include the installation of additional storm sewer <br /> facilities and the repair of structurally deficient sewer and manholes. <br /> The total estimated project cost for the 2013 Street Improvement Project is $3,685,805.20. The <br /> proposed estimated cost is summarized as follows: <br /> Surface Improvements $ 2,988,638.40 <br /> Sanitary Sewer Improvements $ 63,250.00 <br /> Water Main Improvements $ 539,307.45 <br /> Storm Sewer Improvements $ 94,609.35 <br /> Total Estimated Project Cost $ 3,685,805.20 <br /> Proposed funding for the project is summarized as follows: <br /> City Capital Improvement Funds $ 1,868,680.00 <br /> Elk River Municipal Utility Funds $ 539,307.45 <br /> Special Assessments $ 1,277,819.75 <br /> Total Project Funding $ 3,685,805.20 <br /> It is proposed that construction begin in June 2013 and be completed, including all restoration <br /> items, by the end of September 2013.
