1. EXECUTIVE SUMMARY <br /> The 2013 Street Improvement Project includes surface and utility improvements to the roadways <br /> listed below totaling approximately 40,149 feet(7.60 miles). Improvements include bituminous <br /> wear course paving for streets not completed during their original construction, edge mill and <br /> bituminous overlay, full depth reclamation, and full street and utility reconstruction. <br /> Bituminous Wear Course Paving <br /> Bituminous wear course improvements proposed for construction in 2013 consists of spot curb <br /> repair where needed and 11/2 inches of new bituminous placed on top of the existing bituminous <br /> base course. Bituminous wear course improvements are proposed along approximately 4,340 <br /> feet(0.82 miles) of variable width urban roadway sections and include the following roadways: <br /> • Lincoln Street NW located within the Eagle Marsh neighborhood <br /> • Carson Street NW/Dodge Street NW located within the Hillside Estates 10th Addition <br /> • Vance Street NW located within the K& L Addition <br /> • Local streets within The Woods at Hillside 4th Addition <br /> Edge Mill and Bituminous Overlay <br /> Edge mill and bituminous overlay improvements proposed for construction in 2013 include spot <br /> curb repair where needed, edge milling along the existing curb line and full width 11/2-inch <br /> bituminous overlay to increase the cross slope and promote positive drainage within the <br /> roadways. Edge mill and bituminous overlay improvements are proposed along approximately <br /> 8,255 feet (1.56 miles) of various 24-foot-wide rural streets and approximately 8,609 feet(1.63 <br /> miles) of 35-foot-wide to 40-foot-wide urban streets and include the following roadways: <br /> • Local streets within the Country Side Acres neighborhood <br /> • Highway 10 Frontage Road located within the Avon Acres 4th Addition <br /> • Carson Street NW located within the Deerfield 4th Addition <br /> • Local streets within the Meadowvale Heights neighborhood <br /> • Holt Avenue NW located between 4th Street NW and 3rd Street NW <br /> 202nd Avenue NW located between Zebulon Street NW and Meadowvale Road, approximately <br /> 3,400 feet (0.64 miles) of a 24-foot-wide rural roadway section, is also proposed for 11/2-inch <br /> bituminous overlay. However, since 202nd Avenue has a rural street section and only 2 inches of <br /> existing bituminous pavement,no edge milling will be included. <br /> Full Depth Reclamation <br /> Bituminous pavement reclamation improvements proposed for construction in 2013 include spot <br /> curb repair where needed, reuse of the existing aggregate roadway base and reconstructing the <br /> roadway to accommodate a section of 12 inches of approved subgrade, 6 inches of re-used <br /> aggregate base, and 31/2 inches of bituminous pavement. Bituminous pavement reclamation <br /> improvements are proposed along approximately 7,240 (1.37 miles) of various 35-foot-wide to <br /> 40-foot-wide urban streets and include the following roadways: <br /> • Local streets within the Royal Oaks Ridge neighborhood <br /> • Evans Avenue NW located between Main Street NW and the north terminus <br /> Feasibility Report <br /> 2013 Street Improvement Project <br /> City of Elk River,MN <br /> WSB Project No.1992-01 Page I <br />
