2. STREET AND UTILITY IMPROVEMENT PROJECT <br /> 2.1 Introduction <br /> 2.1.1 Authorization <br /> On October 15, 2012, the Elk River City Council authorized the preparation of an <br /> engineering feasibility report for the 2013 Street Improvement Project. <br /> 2.1.2 Scope <br /> The 2013 Street Improvement Project includes bituminous wear course improvements to <br /> past incomplete roadway projects, edge mill and full width overlay improvements, full <br /> depth reclamation improvements, and full street reconstruction improvements.
