Option Two is a coordinated approach to maintain essential systems that would buy time before major
improvements have to be made. The option is a short -term fix that does not address immediate or future
needs of the arena.
Option Three addresses some necessary repairs that are needed for the long -term operations of the
arena while providing a foundation to grow upon for the future needs. The proposed new roof would be
a long -term improvement, while the new dehumidification system would greatly increase the air and ice
quality. The much - needed expansion of the locker rooms in the Barn Rink and the lobby area would
bring the arena up -to -date with competing facilities. It replaces the refrigeration system in the Olympic
Rink with a state -of -the -art system designed to accommodate the Barn Rink in the future and would
significantly improve the arena's efficiency.
Option Four replaces the Barn Rink, adds new locker rooms throughout the arena, and expands the
lobby area to accommodate both rinks. Team locker rooms would be replaced with larger updated rooms
that would address air quality issues that are prevalent in the existing locker rooms. A new upper level
lobby would include a concessions area, storage, restrooms, and meeting facilities. Both ice plants and
HVAC systems would be replaced with centralized, energy efficient state -of -the -art equipment that would
address the need for dehumidification.
The newer facilities that have been built over the last few years in the region are more than just ice arenas,
included are training areas catering to skating sports as well as other sports and other activities in the
community. Field houses and domes have also been part of projects to make the facility a multiple use
facility. With summer sports now offered year -round and increased participation, field houses and domes
are increasing to meet training demands.
Most new or updated arenas include meeting and community rooms for programing and to rent for
private use. An example is the facility in Eagan where they recently added computer stations to their
meeting room so they can host day and evening computer classes for public and private organizations as a
new operational revenue source.
With new and expanded facilities recently built throughout the region, it's difficult to compete with these
facilities for tournaments and other events that could bring in added revenue.
ATTACHMENTS
■ 292 Design Group Recommendation
■ RJM Matrix
■ Lindau Structural Report
■ HVAC Study
■ Skyline Exterior Building Inspection Report
■ Stevens Ice System Evaluation
Action Motion by Second by Vote
Follow Up
N:APublic Bodies \City Council \Council RCA \Agenda Packet \08 -13- 2012 \Ice Arena RFA.docx
