City of City of Elk River <br />E k ,-%,...., Community Operations and <br />River Development Director <br />Position Description <br />Department: <br />Immediate Supervisor: <br />Community Operations and Development <br />City Administrator <br />Pay Grade: <br />FLSA Status: <br />Last Updated: (date) <br />Exempt <br />7/2012 <br />Positions Supervised: <br />Directly and indirectly supervises Deputy Director, Environmental Administrator, Planning <br />Manager, Director of Economic Development, Sr. Administrative Assistant, City Engineer, Street <br />Superintendent and Chief Wastewater Operator. <br />Position Summary <br />The Community Operations and Development Director is responsible for the management, <br />leadership, and oversight of the planning and development operations of the community and its <br />public infrastructure. <br />Essential Functions <br />Directs and supervises department operations to achieve goals within available resources. <br />A. Trains, develops, and motivates staff. <br />B. Evaluates employee performance on a formal and informal basis and creates job <br />performance improvement plans as appropriate and in a timely manner. <br />C. Develops and implements operational procedures and policies to improve efficiency <br />and effectiveness of operations. <br />D. Analyzes department programs and processes to ensure effective service delivery. <br />E. Delegates work assignments. <br />2. Develops strategic initiatives to further the mission, goals and objectives of the City Council, <br />Economic Development Authority, Housing and Redevelopment Authority, Planning <br />Commission, Energy City Commission, and Heritage Preservation Commission. <br />3. Provides leadership and direction in the development of departmental short- and long -range <br />plans and projects. <br />A. Gathers, interprets, and prepares data for studies, reports, and recommendations. <br />B. Coordinates department activities with other departments and agencies as needed. <br />C. Conducts policy analysis to meet needs efficiently and effectively. <br />D. Coordinates planning, design, construction and maintenance of all street, storm <br />water and wastewater system improvements for the city. <br />4. Monitors intergovernmental activities and legislative initiatives affecting city and department <br />operations and takes appropriate action. <br />Page 1 <br />
