CIP Worksession <br />Page 2 <br /> <br />Watz Up? Caf~ efforts or the fund raising efforts of the Boys and Girls <br />Club. <br /> <br />The attached CUP application explains the proposal and should <br />address any supervision and/or security concerns. <br /> <br />City/County Meeting on March 30, 1998 - Attached for your review is <br />the agenda for the March 30, 1998, joint meeting between the City <br />Council and the County Board. I think it is important to discuss some <br />of these topics prior to the joint meeting so that the City Council can <br />have a good understanding of the issues and so that the city can <br />"speak with one voice" on certain issues. By this I mean we should <br />know where we stand on a cost sharing policy for county road projects <br />(see attached); how we will respond to requests for financial <br />participation in the County Road 12 and the County Roads 33 and 77 <br />projects; what our position is on the county solid waste ordinance; etc. <br />City Engineer Terry Maurer will be in attendance at this meeting to <br />help discuss the issues identified in the joint meeting agenda. <br /> <br />City/School Meeting on April 6, 1998 - No agenda has been established <br />for the City Council/School Board joint meeting that has been <br />scheduled for April 6, 1998. However, I think that a number of topics <br />are already known including a general discussion on our growth plans <br />for east Elk River and our city concerns over the timing for expanding <br />School Street to four lanes. <br /> <br />Regarding the School Street project, it has always been the city <br />position that we would not force assessments on the School District <br />unless they petitioned for the project. The School District is the main <br />beneficiary of this improvement project and it will be diflqcult to assess <br />benefited property owners on the south side of this street. Accordingly, <br />the city MSA fund will have to be the funding source for the other 50 <br />percent of this project. If the school petitioned immediately we could <br />probably still get this projected completed during the summer of 1998. <br /> <br />Regarding growth in east Elk River, I don't know what else we can do <br />to advise the School Board of the situation. We have, for the past few <br />years, indicated that growth is going to be coming in a fairly rapid <br />manner once utilities are extended, and have encouraged the School <br />District to obtain adequate property for future schools in this part of <br />our community. Beyond this type of discussion I don't know what else <br />we can do to encourage action by the School Board. <br /> <br /> <br />
