CIP Worksession <br />Page 3 <br /> <br />I need to hear from the City Council on other topics that you wish to <br />discuss with the School Board on April 6. Attached for your review are <br />the February 1997 joint meeting minutes. <br /> <br />East Elk River Public Improvement Project - Almost all of the January <br />5 and January 26, 1998, CIP meetings were dedicated to reviewing <br />and discussing various components of the proposed east Elk River <br />public improvement project. At this meeting we need to continue the <br />discussion on this project in order to keep everyone up to date on the <br />activities that are ongoing. Items to discuss at this meeting include: <br /> <br />The route for the trunk utilities as they get into the <br />173rd/171st area. <br />Whether or not utilities should go across Highway 10 to the <br />Mississippi River side ff the large project C is ordered. <br />The current status of the appraisal work from Patchin and <br />Associates and the land acquisition work from Evergreen, <br />along with a discussion on the possible acquisition of the <br />Brown property. <br />Update on the status of the two development proposals. <br />Update on some of the financial issues associated with this <br />project including state or federal funding assistance for the <br />street project. <br />Project schedule (see attachment).., a key date is when a <br />decision needs to be made by the Council between the large <br />project and the small project...it is assumed that if there is no <br />developer project then there is no utilities project of any <br />type...it should be noted that ff the large project is to be <br />ordered, then the 4/29 public assessment process needs to <br />begin after the plat is approved and the process must be <br />completed before bids are awarded...the best case scenario is <br />that it will take six months from the time the developers <br />submit applications for plats, CUP, etc. until the street and <br />utility bids are awarded and any number of situations could <br />arise which would cause this six month time frame to be <br />extended.., at this time it appears that the developer will not <br />have their applications submitted by April 25...the <br />preparation of plans and specifications by the city engineer <br />may be delayed ff no development plan, which shows the <br />alignment of utilities, is received from the developer of the <br />trailer court area. <br /> <br /> <br />
