ity of

MEMORANDUM

Item #7.

TO:

FROM:

DATE:

SUBJECT:

Mayor & City Council

Pat Klaers, City Administrator

March 23, 1998

Capital Improvement Worksession

Following the annual reports from the police department and fire and
ambulance departments, a capital improvement program (CIP) worksession
is scheduled. I hope to have two hours with the City Council to talk about
currently planned capital improvements and some CIP financing issues. The
following is an outline of the topics that should be discussed on 3/23/98.

Recreation Center CUP - I understand that the city's request (via Jeff
Asfahl) for a recreational center conditional use permit (CUP) to use
the former Elk Hills Restaurant was tabled until April and that the
City Council wanted to discuss this proposal at the CIP meeting. I
hope to be able to answer any questions that the Council may have
regarding this proposal. This project has been briefly noted by the
staff at previous Council meetings and no concerns or objections have
been raised. However, if the Council does not want this project to
move forward, then the Council should say so and the application will
be withdrawn. Staff does not want to spend any more time on this
proposal if it is going to go down in a vote by the Council at a public
meeting.

The cost for the project during the several summer months is not going
to be a huge burden on the youth initiatives budget, but it will
certainly be a city financed and subsidized program. Total operating
expenses for rent and employees should be in the $4,500 range per
month and we can expect about $1,500 to $2,000 of this expense to be
offset by revenues from the video games for a net cost of about $2,500
to $3,000 per month for the program. We want to see if the kids
respond to this type of program and the cost seems to be worth the
experiment. However, the city does not want to get in the way of the

13065 Orono Parkway · P.O. Box 490 · Elk River, MN 55330 · TDD & Phone: (612) 441-7420 · Fax: (612) 441-7425
