Memo to Mayor and City Council/P 97-12 <br />February 9, 1998 <br />Page 5 <br /> <br />the total impervious area in tier 2 at 49% and tier 3 at 40%. The variance <br />requested by Guardian Angels relates specifically to exceeding the maximum <br />impervious coverage of 25%. The Planning Commission originally tabled this <br />item and asked Guardian Angels to explore alternatives to the site plan <br />which would allow for a reduction in the amount of impervious coverage in <br />tiers 2 and 3. Although Guardian Angels were able to decrease the footprint <br />of the proposed commercial building and increase its height to a three story <br />versus a two story, the parking area increased proportionately. Therefore, <br />the net impervious area had not changed from the original plans. At this <br />point, to meet the maximum impervious coverage, the plans would have to be <br />revised reducing the size of the commercial component to meet the <br />impervious coverage requirement. Please review the Planning Commission <br />reports for further information regarding this item. <br /> <br />Background Information <br /> <br />There is a considerable amount of background information relating to this <br />development proposal. I would encourage the Council to review the attached <br />reports to the Planning Commission and Board of Adjustments. Certainly, if <br />there are questions, I would be happy to answer those either prior to or at the <br />meeting Monday night. <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission discussed these applications at two separate <br />public hearings. The main issues seem to focus on: <br /> <br /> the variance request to exceed the 25% impervious coverage <br />· the amount of commercial that should be developed on this site <br />· how the project may impact Lake Orono. <br /> <br />After much discussion, the Planning Commission and Board of Adjustments <br />made the following recommendations with the conditions as outlined in the <br />minutes dated January 27, 1998: ° <br /> <br />Ao <br /> <br />Approve the land use plan and zoning request to allow for a mixed use <br />planned unit development of both high density and community <br />commercial as a planned unit development. <br /> <br />Bo <br /> <br />Approve the preliminary plat to subdivide the property into 20 <br />townhomes, 1 lot for the assisted living and I commercial lot. <br /> <br />s:\council\p97-12x 1.doc <br /> <br /> <br />
