January 21, 1998 <br />Mr. Pat Klaers <br />Page Four <br /> <br />= <br /> <br />t0. <br /> <br />CSAH 12 UPGRADE <br /> <br />As you are aware, we are working on the upgrade of CSAH 12 from CSAH 13 to the <br />east City limits for Sherburne County. The plan is to have the west half of the read a <br />four lane urban section including a detached pathway, and the east half a two lane rural <br />design with wide shoulders. There will be a major intersection including preotected left <br />turn lanes constructed at the new CSAH 13 intersection. <br /> <br />Preliminary plans should be available by mid-February with final plans and Mn/DOT <br />approval by April. This project will require City approval prior to bidding. It is anticipated <br />there will be an in depth discussion of Sherburne County's cost participation policy prior <br />to City approval. <br /> <br />CR77/33 REALIGNMENT <br /> <br />There have been several meetings discussing the realignment of CR 77 and 33 through <br />the gravel mining area. At this time Sherburne County is the lead agency. They should <br />be working on a preliminary design in 1998 such that the gravel miners can start building <br />the roadbed in 1999. They are also coordinating with NSP relative to options for <br />lowering their power line. <br /> <br />LAKE ORONO <br /> <br />We are in the process of assisting Steve Rohlf with this project. We have prepared a <br />preliminary assessment roll, and are just starting on exhibits showing sediment removal <br />locations and deposition sites to be used for permit applications and discussions with <br />land owners. <br /> <br />PAVEMENT MANAGEMENT PROGRAM <br /> <br />We have prepared a preliminary pavement management program concentrating on the <br />worst streets in the old core village. This program needs to be reviewed and refined in <br />1998 so the City can hopefully initiate some reconstruction starting in 1999. <br /> <br />TH '169 PEDESTRIAN BRIDGE <br /> <br />Congressman Jim Oberstar has indicated that he anticipates a demonstration project in <br />the amount of approximately $770,000 to construct this pedestrian bridge over TH 169. <br />Also, we were able to get an ISTEA Grant program for fiscal year 2000 (starting July <br />1999). At this point there is no work being done on this project, however, if <br />Congressman Oberstar is successful in getting the project funded, or if the project is to <br />be completed through the ISTEA Grant Application, consideration should be given to <br />starting the design process on this project in mid-1998. <br /> <br />Howard R, Green Company <br /> CONSULTING ENGINEERS <br /> <br /> <br />
