January 21, 1998 <br />Mr. Pat Klaers <br />Page Three <br /> <br />EAST ELK RIVER AREA IMPROVEMENTS <br /> <br />As you are aware there are a number of issues being worked on concurrently regarding <br />the extension of sanitary sewer, water, and major read construction in east Elk River. <br />The status of these are as follows: <br /> <br />Urban Service Area Planning Document <br />% Completed in 1997 <br />Feasibility Study for Phase 1 <br />% Completed in 1997 <br />Environmental Assessment Worksheet (EAW) <br /> This was prepared in 1997 for the impact on the wetlands by the proposed <br /> road improvements. This process is complete. <br />Official Map <br /> The official map process for the major road corridor was completed in 1997 <br /> Although, the official map has not yet been recorded with the County. <br />Land Acquisition for Major Corridor <br />% The City Council authorized Evergreen Land Services to begin acquisition <br /> through the Eull and Barritt property at the south end of the major road <br /> corridor. This process is ongoing. We anticipate the appraisals from <br /> Patchin and Associates in late February, and at that Evergreen Land <br /> Services will make contact and start to acquire the property in March of this <br /> year. <br />ISTEA Grant Application <br />% We have submitted an ISTEA Grant Application for the major road corridor <br /> to Mn/DOT for the fiscal year 2001 funding cycle. We should know in <br /> March or April what the chances of having that Grant Application funded <br /> are. <br />Plan and Specifications for Planning Area C <br />% As you are aware the City Council authorized preparation of plans and <br /> specifications for Area C at a recent workshop. Work is progressing on the <br /> preparation of these plans and specifications. <br /> <br />TH lb/171ST SIGNAL JUSTIFICATION REPORT <br /> <br />The Signal Justification Report has been completed and submitted to Mn/DOT. We <br />anticipate it will take approximately 6 weeks for Mn/DOT to review and hopefully approve <br />the document. Once that occurs we will be back to the City Council asking if they want <br />to proceed with the plans and specifications. We would anticipate at this point in time a <br />schedule that would have a project let in 1998, but the signal may not be operational <br />until spring of 1999. <br /> <br />Howard R, Green Company <br /> CONSULTING ENGINEERS <br /> <br /> <br />
