Features of Major Importance. There are no known natural, scenic, or historic features of major <br />importance on the expanded Landfill and buffer area. <br />Historic and Archaeological Features. The Minnesota State Historic Preservation (SHPO) <br />was contacted regarding archaeological and historical features. SHPO concluded that <br />no properties within the initially-proposed 73.4-acre expanded Landfill are listed on <br />the National or State Registers of Historic Places and that no known or suspected <br />archaeological properties in the area will be affected by the much larger expansion. <br />Other Features: The following addresses other natural .features at the expanded Landfill and <br />buffer. <br />Wetlands. Impacts to wetlands are not anticipated with the expanded Landfill. <br />The potential for contamination of groundwater discharging to the Rice <br />Lake/Tibbits Brook wetland complex due to the development of the <br />expanded Landfill is remote. A hydrogeologic investigation performed by the <br />MPCA as part of the EIS determined that only a very small portion of <br />groundwater from the expanded Landfill can move to discharge at the Rice <br />Lake/Tibbits Brook wetland complex. One or more monitoring wells will be <br />situated between the expanded Landfill and the complex to provide for early <br />detection of any releases. <br />No wetlands that would require mitigation under the Wetland Conservation Act <br />will be impacted. <br />Oak Wilt Prevention. As a method to prevent oak wilt, ERL will not conduct any tree <br />removal operations at the expanded Landfill and buffer between April 15 and July 15 <br />(r each year. In addition, oak stumps will be removed prior to April 15 each year. When <br />removing trees and stumps, ERL will prevent damage to remaining trees. <br />(7) Will fu//y comp/y with a/l other requirements of this Code, including any applicable <br />requirements and standards for the issuance of a /icense or permit to establish and operate the <br />proposed use in the city. <br />ERL has in place an approved sanitary landfill CUP and SWF license.
