_ The expanded Landfill is not expected to generate additional traffic, noise, fumes, odor or <br />impacts that may be unsightly, unattractive or unappealing to developers or future property <br />owners. The EIS concluded that groundwater flow in the affected area is to the southwest. <br />Development in this area would be reliant on private wells for potable water. As described in <br />the response to CUP finding number 1, a groundwater monitoring plan is in place to monitor <br />groundwater and downgradient private wells for any indication of groundwater contamination <br />well before that potential contamination would pose a health risk. <br />(4) Will be served adequately by and will not adverse/y affect essential public facilities and <br />services inc/uding streets, police and fire protection, drainage, refuse disposa/, water and sewer <br />systems, parks and schools; and wil/not, in particular, create traf is congestion or interference <br />with traffic on adjacent and neighboring public thoroughfares, <br />Public Facilities and Services. The expanded Landfill will be adequately served by existing public <br />facilities and services. <br />Streets and Traffic. Construction of the expanded Landfill is not expected to increase <br />traffic or hauling, thus there would be no adverse impacts to city streets, congestion, <br />or interference with traffic. Adequate vehicle stacking facilities are provided to ensure <br />that no vehicle desiring entry into the expanded Landfill has to wait outside the <br />perimeter of the landfill property. An all-weather haul road will be provided to the <br />unloading area of the expanded Landfill and watered on a regular basis. A new scale <br />may be added for the expanded Landfill in the future. <br />Police and Fire. The expanded Landfill would not require additional police and fire <br />protection, or increased use of other emergency services. <br />Fire fighting equipment including at least one piece of heavy equipment, fire <br />extinguishers in all machines working in the expanded Landfill, and a water <br />truck will be kept available on the site during the active life of the expanded <br />Landfill. <br />The self-contained breathing apparatus purchased for the City Fire Department is <br />available at the Fire Department for use by ERL on a temporary basis, as <br />approved by the Fire Chief. <br />ERL will make a landfill operator available at the request of the City Fire Chief to <br />consult and advise the fire department about landfill fire fighting issues. <br />Parks and Schools. As an industrial use, the expanded Landfill does not generate park or <br />school needs. The proposed end use of the facility includes open green space, and <br />any changes to the proposed end use would be in accordance with the May 25, 2011 <br />Agreement. <br />Sewer and Water. The site is adequately served by on-site sanitary sewer and potable <br />water. ERL has its own well that supplies a potable water supply for site personnel. <br />Adequate sanitary facilities and shelter will continue to be provided for site <br />personnel. <br />Stormwater Management. A stormwater management plan has been developed for the <br />site expansion that meets the requirements of the National Pollutant Discharge <br />Elimination System (NPDES) Construction Permit requirements for erosion control <br />and temporary and permanent stormwater management. ERL will apply for coverage <br />of the expanded Landfill under the existing Minnesota General Permit for <br />Authorization to Discharge Stormwater Association with Industrial Activity. ERL's <br />existing Stormwater Pollution Prevention Plan (SWPPP) will also be updated to <br />include the expanded Landfill in accordance with Minnesota General Permit for <br />Authorization to Discharge Stormwater Association with Industrial Activity. <br />Elk River Landfill SDA ~ _ Section 4-7 <br />Land Use Application V1IertCl< <br />
