(Z) Wil/ be consistent with the comprehensive p/an. <br />The Plan contains the following text within its vision statement, "As Energy City, Elk River seeks <br />to promote sustainable and energy efficient forms of developments" (pg. 2-2). The existing <br />Landfill includes a Landfill Gas to Energy Facility and the expanded Landfill provides the <br />opportunity for additional green energy generation capacity. <br />The 8.9 acres of the expanded Landfill, which is located within ERL's existing 137.4-acre landfill <br />property, is guided "Landfill" in the Plan. The Plan states that the "Landfill use is consistent <br />with the current land use plan" (pg. 5-13). <br />The entire SDA is guided "Mining" in the land use plan. The Plan states that the "Mining land use <br />designation functions similar to the Urban Reserve. The primary objective of this land use <br />category is to allow the current mining use of the land and address future land use when <br />development becomes imminent" (pg. 5-13). The "Mining" designation is consistent with this <br />request as mining will continue to occur within the SDA. According to the Plan, City <br />anticipated that it could achieve its growth projections between 2025 and 2032. The Plan did <br />not attribute any job or population growth to the Mining land use areas (pg. 4-9). This <br />suggests that development of the SDA is not imminent until after 2025-2032, which is <br />compatible with the anticipated development schedule for the expanded Landfill. <br />The EIS found that "the proposed project is compatible with the existing and future land uses in <br />the project area" (pg. 4). The SDA is guided for mining, which is an industrial use, and <br />landfilling is, per the EIS, an industrial use. <br />(3) Wil/not impede the norma/and orderly deve%pment and improvement of surrounding <br />vacant property. <br />Area to East and South. The Plan guides the area to the east of the expanded Landfill, across TH <br />169, as "Commercial Reserve", held in reserve for future commercial development by <br />highway business uses. The Plan notes that this area is not currently served by municipal <br />utilities, and the Plan guides development first to vacant land already served by utilities <br />before opening up new areas for growth (pg. 5-li). <br />The Plan guides the area to the south of the expanded Landfill as "Mining." It is currently <br />being used for that purpose. <br />According to the Plan, City anticipated that it could achieve its growth projections between <br />2025 and 2032. The Plan did not attribute any job or population growth to the Mining or <br />Urban Reserve land use areas (pg. 4-9). This suggests that development of the SDA and <br />surrounding area is not imminent until after 2025-2032, which is compatible with the <br />anticipated development schedule and closure of the expanded Landfill. <br />Area to West and Southwest. The area to the west and southwest of the expanded Landfill is <br />.currently zoned either "Agricultural Conservation," and/or "Single Family Residential". The <br />Plan indicates this area is expected to transition to "Rural Residential," which recently <br />occurred in early 2010, though the zoning map still indicates "Agriculture Conservation." <br />Allowed uses in Agricultural Conservation lands are agriculture and single family residential <br />on large lots (10+ acres) or clustered development (10 units per acre). Allowed land uses in <br />Rural Residential areas are single family residential on medium lots (2.5+ acres) or clustered <br />development.
