• For the purposes of generating solid waste numbers only, it was assumed that 3 <br />persons were present per household for the residential use and 10 people per <br />acre were present per retail use. <br />b. Identify any toxic or hazardous materials to be used or present at the site <br />and identify measures to be used to prevent them from contaminating <br />groundwater. If the use of toxic or hazardous materials will lead to a <br />regulated waste, discharge or emission, discuss any alternatives considered to <br />minimize or eliminate the waste, discharge or emission. <br />The only hazardous material anticipated to be present on site would be the fuel and <br />oil used by construction equipment during construction activities. Post- <br />construction land use would include residential, light industrial, destination retail, <br />and service/commercial, none of which are anticipated to generate toxic materials. <br />Some businesses could be small generators of possible hazardous materials (such as <br />medical offices). These businesses would be permitted by the MPCA. <br />The management, containment, and procedures to clean any spills that may occur <br />within the site during construction will be addressed during the MPCA NPDES Storm <br />Water Pollution Prevention Plan (SWPPP) preparation. A copy of this plan is <br />required on-site during construction and utilized in the event that a spill or <br />discharge may occur. <br />c. Indicate the number, location, size and use of any above or below ground <br />tanks to store petroleum products or other materials, except water. Describe <br />any emergency response containment plans. <br />The proposed commercial areas have the potential for a neighborhood convenience <br />store and gas station to be constructed. The gas station would have underground <br />petroleum tanks. This type of development would be required to adhere to State <br />regulations for containment of underground petroleum tanks and an annual license <br />would be needed. <br />Solid Waste. Hazardous Waste. and Storage Tanks Mitigation Plan <br />• The municipal waste hauler company will make residential and commercial <br />recycling programs available to the area. General municipal waste will be <br />removed by these waste hauler companies. <br />• Mitigation includes conformance with the City spill response plan. Hazardous <br />waste spills will be reported immediately to emergency response agencies via <br />emergency dispatch service. The release of non-hazardous materials will be <br />reported to the city no later than the next business day. <br />• If a gas station with an underground tank is proposed in the area, annual <br />licensing from the MPCA would be needed. <br />City of Elk River <br />Draft Alternative Urban Areawide Review <br />July 2011 <br />Page 54 of 84 <br />
