' SUMMARY OF MITIGATION MEASURES <br />' Pursuant to Minnesota Rules, mitigation measures have been developed as part of the <br />AUAR. These measures would apply to any proposed development that may occur ~ivithin <br />the study area. <br />A. Land Use and Comprehensive Plan <br />' A1. Screening between residential neighborhoods, the rail line, and other intensive <br />land uses will be required in accordance with the City zoning ordinance. <br />' A2. Changes will need to be made to the City's Comprehensive Plan and zoning <br />ordinances through the City's amendment processes if any of the components of <br />the land uses proposed in Scenario 2 or 3 are implemented. <br />A3. Any development is required to meet the standards in the City's Wild and Scenic <br />River Protection Ordinance and Floodplain Ordinance. <br />B. Geologic Hazards, Erosion Control, Hazardous Material, and Waste <br />B1. The NPDES Phase II Construction Site permit requires a site specific Storm <br />Water Pollution Prevention Plan (SWPPP) to be completed for the construction. <br />This SWPPP is required to include pollution prevention management measures <br />for solid waste and hazardous material spills that occur during construction. <br />B2. Mitigation includes conformance with the City spill response plan. Hazardous <br />waste spills will be reported immediately to emergency response agencies via <br />emergency dispatch service. The release ofnon-hazardous materials will be <br />reported to the city no later than the next business day. <br />B3. If a gas station with an underground tank is proposed in the area, annual <br />licensing from the MPCA would be needed. <br />B4. Project proposers shall make environmental documents, such as Phase I reviews, <br />available to the City. <br />B5. Development will be required to remove and properly dispose of trash and <br />debris located within the site. <br />B6. The municipal waste hauler company will make residential and commercial <br />recycling programs available to the area.
