C. Fish, Wildlife, and Ecologically Sensitive Resources <br />C1. Wetlands will need to be delineated in conformance with the Wetland <br />Conservation Act as part of the development process. The City will review and <br />verify the wetland delineation. <br />C2. Wetland impact is anticipated to be minimized to the maximum extent possible <br />throughout the review area. Wetlands will be managed based on the Wetland <br />Conservation Act (WCA) and the City's Wetland Ordinance. <br />C3. The City will require 25 foot buffers around wetlands and storm water ponds, or <br />per the City's ordinance, whichever is more restrictive. <br />C4. If wetland impacts are proposed, wetland mitigation will be required within the <br />study area by the project proposer. <br />C5. Development in the study area will be required to establish a greenway corridor <br />for wetlands, wildlife, storm water management, and recreation. The greenway <br />corridor would generally be located to connect the wetlands in the northern <br />portion of the study area to each other and potentially provide a link to the river. <br />Figure 11-3 shows a general alignment of the greenway corridor, but can be <br />modified through the development review process. <br />C6. The City will actively pursue opportunities to preserve and create natural areas <br />and through parkland dedication and alternative storm water management <br />strategies. <br />C7. Storm water management features should incorporate native plantings of <br />grasses, trees, and shrubs. <br />C8. The City will encourage planting of trees suitable for loggerhead shrike habitat <br />along areas that are adjacent to existing cropland and windbreaks if Scenario 2 <br />and 3 develop and the existing windbreaks are removed. CITY - we will review <br />with DNR and modify as necessary. <br />D. Municipal Water Use and Service <br />D1. The water demand information as presented in this AUAR will be provided to <br />the Elk River Municipal Utilities to confirm the water supply, storage, and <br />distribution systems are adequate as the existing water system model provided <br />to us from Elfering and Associates, consultant to the Elk River Municipal Utilities, <br />was incomplete. The City's water system is a split pressure zone system with the <br />proposed development site located on the low pressure zone side.
