Economic Development <br />Business Subsidy reporting -Two industrial businesses have not yet reached their job <br />creation requirements as related to their abatement agreement; both require State <br />reporting and are requesting extensions. There is some question regarding the <br />definition of permanent job creation. One business has been contracting with a <br />management firm to handle payroll, benefits, etc. to save money. I know there are <br />other businesses as well doing this. I need to get clarification from the State <br />regarding this. I am able to hold the required public hearings regarding the <br />extensions, however will be unable to get final approval from the State regarding the <br />requested extensions <br />Retail Trade Analysis -The EDA has obtained a Retail Trade Analysis report from <br />the U of M Extension Service. Interpretation and a future joint Chamber/City event <br />presenting this information is on hold contingent upon my meeting with the <br />Extension facilitator <br />^ Development Projects -There are a few projects which axe on hold because of final <br />approval of plumbing, electrical and public health inspections. They include: Pizza <br />Ranch, Spectrum School, El Amigos and potentially United Healthcare data center <br />expansion contingent upon the length of the shutdown. <br />Engineering Division <br />^ 2011 Street Improvement Project -The Department of Health did not complete the <br />review of our plans prior to the shutdown. This results in us not having a <br />Department of Health permit to construct the watermain portion of the project. <br />While we can get started on other aspects of the project, the shutdown has the <br />potential to delay the construction by the middle of August if we cannot procure the <br />permit. <br />^ Maintenance of State Right of Ways -The State will likely not have sufficient <br />personnel to complete routine mowing, and patching of TH 10 and TH 169. In <br />addition there is no State Staff available to adjust the timing of the signal systems if <br />they are needed. Unless it is an emergency situation all work within the State right of <br />way will be halted. <br />^ Traffic Signal System Painting on TH 169 - We have 3 systems along TH 169 <br />scheduled for painting in August. We will be forced to delay this work if the <br />shutdown continues that long. <br />^ State Aid Payments -all requests for State Aid Payments including the final <br />installment of the 193rd Avenue project and any requests for the 2011 Street project <br />will not be made during the shutdown. <br />^ MPCA Grant for Wastewater Effluent Reuse -The work we are completing on the <br />Wastewater Effluent Reuse project will not be reimbursed through the MPCA during <br />the shutdown.
