INFORMATION <br />MEMORANDUM <br />~~ <br />TO: Mayor and City Council <br />FROM: Bob Thistle, Interim City Administrator <br />DATE: July 18, 201 I <br />SUBJECT: State Shutdown Impacts on Elk River <br />I have requested staff to provide Council an update regarding the impacts on Elk River due <br />to the State shutdown. This should assist Council in answering questions that may be raised <br />by citizens or members of the business community. <br />Administration <br />^ Liquor licenses -most liquor licenses require city approval but are ultimately issued <br />by the State. With the Minnesota Department of Public Safety, Alcohol and <br />Gambling Division (AGED) shutdown, no new liquor licenses, with the exception <br />of 3.2. on and off-sale licenses, can be issued. This includes temporary liquor <br />licenses. <br />^ Gambling permits -these also require city approval but are ultimately issued by the <br />State. With the shutdown of AGED, no new gambling permits may be issued. <br />Building Division <br />^ Electrical inspections are conducted by a contract inspector with the State. All <br />current construction projects in Elk River could be affected if electrical inspections <br />are not conducted. The Spectrum School and UHG projects are the largest that will <br />be affected at this time. (Issue addressed by Emergency Ordinance.) <br />^ Commercial plumbing plan reviews are performed at the State level with permits and <br />inspections conducted on a local level. Several projects are immediately affected. <br />They include El Amigo's, Jo-Ann Fabrics and Pizza Ranch. (Issue addressed by <br />Emergency Ordinance.) <br />The State Fire Marshal conducts fire sprinkler plan review on projects involving <br />more than 20 sprinkler heads.
