Any private project requiring a NPDES permit (General Stormwater permit) from <br />the MPCA for construction projects will not be able to start work. This includes any <br />proposed project that will disturb more than one acre of land. Based on where <br />private developments are at in the approval process this would first affect the <br />proposed Crossing Church expansion project and potentially the Pizza Ranch project <br />if they did not secure their permits prior to the shutdown. <br />Environmental Division <br />^ Wetland decision making with BWSR and DNR members of the TEP out. <br />^ Wetland and shoreland back-up enforcement for city staff. <br />^ Solid waste issues that relate to State level enforcement... landfill, Hazardous waste, <br />spills, organics (grant), recycling assistance (MPCA). <br />^ MPCA review of landfill application. <br />^ Permits for removal of Curly Leaf Pondweed (or other aquatic issues) are suspended <br />while they are closed... also can't get new permits. <br />^ Floodplain decisions (we can't adopt the revised ordinance until the DNR has had <br />time to review), variances also. <br />^ NPDES stuff (Stormwater). <br />^ State websites are inaccessible so can't review rules & regulations or download <br />permit applications. <br />^ Grant reimbursements from MPCA and Dept of Commerce have been suspended. <br />Fire Department <br />^ At the present time, the Fire Department is not being directly affected by the State <br />shutdown although a number of State agencies which the department works closely <br />with, including the State Fire Marshal's office, are closed. This could impact on <br />facilities that are licensed through the State, such as daycare centers. It also leaves a <br />void for answering code enforcement inquiries and a few joint code enforcement <br />projects have since ceased. The department does not expect to receive investigative <br />support for fire cause/determination unless there is a significant loss or death. <br />^ Fire and EMS licensing are closed but there is no impact at this time. <br />^ The department expects delays in receiving State assistance for large scale events or <br />disasters due to the State Department of Homeland Security operating at partial <br />staffing. State level coordination among agencies will also be disrupted due to the <br />lack of staffing in other areas of State government.
