City Council Minutes <br />December 22, 1997 <br />Page 3 <br /> <br />explained that with the proposed amendments, the year-end revenues exceed <br />expenditures by $212,500. <br /> <br />Discussion was held regarding the fund balance. The Mayor suggested using <br />$115,000 of the fund balance to write down the East Highway 10 account and <br />deposit the remaining amount of the fund balance into a development fund. <br />After Council discussion it was the general consensus not to write down the East <br />Highway 10 fund at this time and to place $150,000 into a development fund. <br /> <br />The Council reviewed the 1997 Contingency Budget. The following requests were <br />discussed: <br />· Historical Society Contribution of $8,000 <br />· Central Minnesota Initiative Fund of $2,500 <br />· Rescue Retrieval Unit - $2,050 <br /> <br />It was the consensus of the Council to authorize the $2,500 for the Central <br />Minnesota Initiative Fund and $2,050 for the purchase of a rescue retrieval unit. <br /> <br />Councilmember Farber suggested encumbering funds for the consideration of <br />leasing snowmobiles for the police department. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE 1997 BUDGET AMENDMENTS AS <br />PRESENTED. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE EXPENDITURE OF $2,500 FOR THE <br />CENTRAL MINNESOTA INITIATIVE FUND AND $2,050 FOR THE PURCHASE OF A RESCUE <br />RETRIEVAL UNIT. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />COUNCILMEMBER FARBER MOVED TO ENCUMBER FUNDS FOR THE POSSIBILITY OF <br />LEASING SNOWMOBILES FOR THE POLICE DEPARTMENT AND TO DIRECT THE POLICE <br />CHIEF TO RESEARCH THIS ISSUE. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO TRANSFER $150,000 OF THE 1997 GENERAL FUND <br />BALANCE TO THE DEVELOPMENT FUND. COUNCILMEMBER HOLMGREN SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.3A. Request to Move Police Employee Kelly Keiner from Part Time to Full Time <br /> <br />Lori Johnson indicated that Chief Zerwas is requesting an increase in Kelly Keiner's <br />hours from 30 to 40 hours per week. He is also requesting to change her title to <br />from Office Service Worker to Secretary/Receptionist which better reflects her job <br />duties. Lori Johnson indicated that this has been budgeted for 1998. <br /> <br />COUNCILMEMBER FARBER MOVED THAT POLICE EMPLOYEE KELLY KEINER'S WORK <br />HOURS BE CHANGED FROM 30 TO 40 HOURS PER WEEK, THAT HER TITLE BE CHANGED <br />FROM OFFICE SERVICE WORKER TO SECRETARY RECEPTIONIST, THAT SHE MOVE TO A <br />PAY GRADE 5, STEP C AT $9.34 PER HOUR ON JANUARY 1, 1998, AND TO $9.76 PER <br /> <br /> <br />
