Consider Purchase Aqreement with Country Rid.qe, Inc. <br /> <br />Director of Economic Development Paul Steinman reviewed this issue. He <br />explained that the issue pertains to the use of $198,769 of excess tax increment in <br />District No. 5. Paul indicated that the city is proposing to use the funds to <br />purchase a 4.4 acre parcel of property from Country Ridge, Inc., in the Elk River <br />West Business Park. He further explained that if there are funds remaining <br />following the land transaction, they are required to be returned to the county as <br />undesignated excess tax increment dollars. Paul Steinman indicated that the <br />EDA has unanimously voted in support of using these funds for the land purchase. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO APPROVE AN EXPENDITURE OF UP TO <br />$198,769 IN EXCESS TAX INCREMENT DOLLARS FROM TAX IN~_,REMENT FINANCING <br />DISTRICT NO. 5 FOR THE PURCHASE OF APPROXIMATELY 4.4 ACRES FROM COUNTRY <br />RIDGE, INC. IN THE ELK RIVER WEST BUSINESS PARK AND THAT UPON CLOSING OF THE <br />TRANSACTION, THE PROPERTY BE TRANSFERRED FROM THE CITY TO THE ECONOMIC <br />DEVELOPMENT AUTHORITY. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />THE MOTION CARRIED 4-0. <br /> <br />(Councilmember Farber arrived at this time) <br /> <br />4.2. Consider Resolution Requestin.q Grant Funds for Park and Recreation Projects <br /> <br />Community Recreation Director Jeff Asfahl stated that the Minnesota Amateur <br />Sports Commission has recently introduced a grant program aimed at enhancing <br />recreational opportunities and fa,z:.lities for youth. He stated that the Park and <br />Recreation Commission recommended that he request funds from the MASC for <br />skate~ark development in the amount of $5,000, and construction of a <br />concession/shelter building at the new youth athletic sports complex in the <br />amount of $20,000. Jeff indicated that the request of $5,000 for the skatepark <br />would require a match from the city of $2,500, and the $20,000 grant request for <br />the concession/shelter building would require a $20,000 match of a combination <br />of cash and in-kind capital contributions from the city. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 97-131 REQUESTING <br />M.A.S.C. MIGHTY KIDS GRANT FUNDING FOR THE DEVELOPMENT OF A <br />CONCESSION/SHELTER AT THE YOUTH SPORTS COMPLEX. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 97-132 REQUESTING <br />M.A.S.C. MIGHTY KIDS GRANT FUNDING/'OR THE DEVELOPMENT OF A SKATEPARK. <br />COUNCILMEMBER THOMPSON SECONDED THE MOTION.
