Industrial Boulevard NW is part of the City’s Municipal State-Aid System(MSAS)and therefore eligible for funding through the MSAS Account. B.SCOPE This report addresses the necessity for sanitary sewer improvements, storm sewer improvements, watermain improvements, and street improvements in theprojectareas described above. Included in this report is adescription of the proposed improvements along with the estimated costs for each of the proposed infrastructure elements. The specific objectives of this report are as follows: Evaluate the need for the project. Determine the necessary infrastructureimprovements. Prepare cost estimates for the proposed improvements. Develop a project schedule. Determine the feasibility of all improvements. II.MS 429 PROCESS AND PROPOSED SCHEDULE Infrastructure improvements financed through the assessment of benefiting property owners are regulated by Minnesota State Statute, Chapter 429 (MS 429).
