I.PROJECT INTRODUCTION <br />This Preliminary Engineering Report preparedby Bolton & Menk, Inc., asauthorized by the Elk <br />River City Council,provides an initial analysis of the feasibility, cost-effectiveness and necessity <br />of the proposed infrastructure improvements. A portion of theproject costswill beassessed tothe <br />benefiting property owners. Assessments applied to the properties described in this report are <br />subject to the requirements ofMinnesota State Statute, Chapter 429 (MS 429). This Preliminary <br />Engineering Report isrequired by MS 429 Statute and isthe first step inthe special assessment <br />process. <br />A.BACKGROUND INFORMATION <br />Street and utility improvements are proposed in two project areas as shown on Figure1. <br />Project Area 1 is generally located south of Main Street and east of the BNSF Railroad <br />tracks. The area is primarily residential, with some commercial properties at the north end <br />of the project area near Main Street. <br />The streetsproposed to be improved in Project Area1are: <br />nd <br />Street NW from Railroad Drive NW to cul-de-sac east of Evans Avenue NW <br />2 <br />st <br />1Street NW from Evans Avenue NW to the cul-de-sac <br />Railroad Drive NW from Gates Avenue NW to entrance gate to Great River <br />Energy <br />Gates Avenue NW from Main Street NW to Railroad Drive NW <br />nd <br />Freeport AvenueNW from Main Street NW to 2Street NW <br />Evans Avenue NW from Main Street NW to Railroad Drive NW <br />Project Area 2 is the Industrial Park located off of Meadowvale Road NW. The streets in <br />this area to be improved are: <br />Industrial Boulevard NW <br />Triangle Road NW from Industrial Boulevard NW to the cul-de-sac <br />192ndCourt NW from Industrial Boulevard NW to the dead end to the west <br />4R13.103354 <br />April 2011 <br />
