City Council Minutes <br />March 7, 2011 <br />Page 3 <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER MOTIN TO ADVERTISE AND HIRE A SEASONAL <br />LEAD CLUBHOUSE ATTENDANT POSITION AT 40 HOURS PER WEEK <br />AND PAY AT $15.00 PER HOUR. MOTION CARRIED 4-0. <br />MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO SPEND UP TO $2,000 TO IMPROVE THE <br />INSIDE OF THE CLUBHOUSE. MOTION CARRIED 4-0. <br />5.5. Discuss Council Worksession A eg ndas <br />Ms. Johnson presented the staff report. There were no additions made to the March 14 and <br />April 11 Worksessions. <br />5.6. Agenda Addition -The Bluffs of Elk River <br />Councilmember Motin stated that at the HRA meeting earlier in the evening, it was <br />discussed that The Bluffs of Elk River, which is currently owned by MinnWest Bank, is <br />planning to lease out residential properties for a longer term in order to fill the units. He <br />stated that leasing the units wasn't the original intent of the project and had concerns with it. <br />Council requested Mr. Beck look into the matter to determine if there is any violation of the <br />development agreement. He will report back to HRA on Apri14. <br />5.7. B~ Point Verbal Update <br />Ms. Johnson stated the public hearing for this project has been scheduled for March 21, <br />2011. The Parks and Recreation Commission will also be holding a special meeting on <br />March 16 to discuss the park layout and development. Affected residents have been notified <br />of this meeting. <br />The commercial appraisal of the Boys and Girls Club should be available the week of March <br />21 and the appraisal from the Land Trust will be available on March 28. Staff will be ready to <br />submit the grant request in time for the March 31 deadline. <br />The Council requested that when staff and the Parks and Recreation Commission discuss <br />the anticipated plans and costs in developing this park, that they discuss how to include <br />those costs in future budgets. <br />7.
