APPROVAL OF QUOTES RECEIVED FOR A <br />TOPOGRAPHIC/BOUNDARY SURVEY AND GEOTECHNICAL <br />SERVICES FOR PUBLIC WORK FACILITY PROJECT <br />3.7. SELECTION OF ENGINEERING EXPERT TO ASSIST IN THE <br />COMPLETION OF THE BENEFICIAL REUSE OF WASTEWATER <br />EFFLUENT PROJECT <br />3.8. 2011 STREET IMPROVEMENT REQUEST FOR PROPOSAL <br />MOTION CARRIED 4-0. <br />4. Open Mike <br />No one appeared for Open Mike. <br />5.1. Oath of Office for Sergeant Darren McKernan <br />Chief Rolfe presented the staff report. Mayor Dietz then administered the oath of office and <br />swore in Darren McKernan as Patrol Sergeant for the City of Elk River. Sgt. McKernan's <br />wife, Stacey, then pinned his badge on his uniform. <br />5.2. Spring Flooding Update <br />Chief Cunningham presented the staff report. Mr. Hals and Mr. Thompson were also <br />available to answer questions. Chief Cunningham discussed areas of concern within the City • <br />for spring flooding and the plans in place should flooding occur. Mr. Hals stated there were <br />no city buildings that were at risk of being flooded. Chief Cunningham stated this <br />information is available on our website and was also considering doing a reverse 911 call to <br />affected residents to keep them up to date on flooding. <br />After discussion, Council determined to provide 100 free bags per Elk River property to use <br />for sandbagging and charge a fee of $0.29 per bag for additional bags and sand. Residents <br />must pick up the supplies at the Public Works facility. <br />5.3. Cancel Citv Hall Solar Thermal/Reheat Project and Reject All Bids for the Project <br />Mr. Simon presented the staff report. The Office of Energy Security stated they will allow <br />the grant dollars to be reallocated to a different energy savings project. <br />MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO CANCEL THE CITY HALL SOLAR <br />THERMAL/REHEAT PROJECT AND REJECT ALL BIDS FOR THE PROJECT <br />AS OUTLINED IN THE STAFF REPORT. MOTION CARRIED 4-0. <br />5.4. Pinewood Update <br />Ms. Johnson presented the staff report. Mr. Anderson was available to answer questions. <br />The newly created seasonal lead clubhouse attendant position would begin in mid-March <br />and work until mid-November and save approximately $15,000. Staff requested <br />authorization to spend $1,000 to $2,000 of the savings on paint, shelving and other similar • <br />items to improve the image of the clubhouse. <br />
