<br />Memo to the Mayor and City Council/P 96-13 <br />July 21, 1997 <br />Page 3 <br /> <br />---------..-------------------------- <br /> <br />193rd Avenue <br /> <br />As discussed at previous meetings, 193rd Avenue extending from Proctor <br />Road to County Road No.1 is a road that serves as a cut-through along a <br />route which has a road in relatively poor condition. Staff has recommended <br />to the Council at previous meetings the best long-term solution is to close <br />193rd Avenue to vehicle traffic and converting 193rd to a pedestrian corridor. <br />The right of way for 193rd Avenue should not be vacated but retained to <br />preserve all opportunities in the future. It is expected County Road No. 1 and <br />Proctor Avenue would be signalized in the future; therefore, the traffic on <br />Proctor should be directed down to this intersection. The residents in the <br />Cherrywood Hills and Lafayette Woods developments will still have the <br />opportunity through the local streets within the development to exit out to <br />County Road No. 1. However, the convenience for the non-local traffic to <br />short-cut from Proctor to County Road 1 will no longer be available. The best <br />time to close 193rd Avenue to vehicle traffic may be sometime this year in <br />conjunction with the improvements to Cherrywood Hills and Lafayette <br />Woods 2nd Addition, which will extend down to County Road No. 1. <br /> <br />The concern of a property owner immediately south of 193rd was to make sure <br />that closing 193rd would not land-lock her property. With the redesigned plat <br />of Cherrywood Hills having the Rush Street cul-de-sac extended all the way <br />to 193rd, the property owner to the south of 193rd would have the opportunity <br />in the future to extend the Rush Street cul-de-sac into her property for access. <br />It is difficult to say at this time how far that cul-de-sac would have to be <br />extended without knowing the amount of developable property south of 193rd. <br /> <br />Proctor Avenue <br /> <br />The County has recommended improvements to Proctor Avenue (County <br />Road No. 77) as part of this plat. This will be a condition of plat approval <br />(see attached letter). <br /> <br />Pedestrian Svstem <br /> <br />The proposed plat is also including an extension of the sidewalk system <br />which was started in the Lafayette Woods development. The sidewalk would <br />extend down the west side of Rush Street out of the Lafayette Woods <br />development and then extend east along the south side of Highland Road. As <br />discussed with the Council in previous meetings, it appears the best location <br />for the sidewalk along Highland Road between Proctor and Jackson will be <br />along the south side. Therefore, the sidewalk system will make a logical <br />connection with that future system. As discussed above, 193rd Avenue can <br /> <br />f: \shrdoc \council\p96-13x2.doc <br />
