<br />Memo to the Mayor and City Council/P 96-13 <br />July 21, 1997 <br />Page 4 <br /> <br />------------------------------------ <br /> <br />also be converted to a trail corridor connecting the surrounding residential <br />areas to the main city trail system along the old railroad corridor. It is also <br />envisioned that some time in the future, extending a pedestrian system (trail) <br />from the Lafayette Woods development south along Proctor Road. This <br />extension along the County road within the urban service area would be <br />consistent with past recommendations from staff. <br /> <br />Outlot B <br /> <br />Outlot B is an area which was originally included in the plat as single family <br />lots. With the recent design, Outlot B will be deeded to the city. A portion of <br />this area will be used for wetland mitigation by the developer; however, the <br />balance of the property will be available to the city for a variety of future <br />uses. <br /> <br />Plannin!! Commission <br /> <br />The Planning Commission reviewed the preliminary plat and recommended <br />approval as presented. The Commission also included a condition to the <br />recommendation regarding the storm water runoff from the property and <br />that the runoff shall not exceed the pre-development conditions. This added <br />condition was in response to the resident's concern immediately south of <br />193rd. <br /> <br />Recommendation <br /> <br />I t is recommended the City Council recommend approval of the preliminary <br />plat request by Good Value Homes to subdivide approximately 38 acres into <br />66 single family lots with the following conditions: <br /> <br />1. A DEVELOPER'S AGREEMENT BE PREPARED AND EXECUTED OUTLING THE TERMS AND <br />CONDITIONS OF PLAT APPROVAL. <br /> <br />2. ALL COMMENTS FROM THE CITY ENGINEER'S MEMO DATED MAY 21, 1997 BE <br />INCORPORQATED INTO THE PLAT FOR APPROVAL. <br /> <br />3. THE PARK AND RECREATION COMMISSION'S RECOMMENDQATION FOR PAYMENT <br />OF CASH BASED ON THE NUMBER OF LOTS IN AN AMOUNT REQURED BY THE CITY AT <br />THE TIME OF FINAL PLAT APPROVAL. <br /> <br />4. WATER AVAILABILITY CHARGE IN THE AMOUNT OF $300 PER LOT BE PAID TO ELK <br />RIVER MUNICIPAL UTILITIES PRIOR TO RELEASING THE FINAL PLAT FOR RECORDING. <br />THE DEVELOPER SHOULD ALSO CHECK WITH ELK RIVER MUNICIPAL UTILITIES FOR ANY <br />ADDITIONAL CHARGES RELATED TO WATER CONNECTION FEES AND ELECTRICAL <br />HOOKUPS. <br /> <br />f: \shrdoc \council\p96-13x2.doc <br />
