City Council Minutes
July 14, 1997
Page 3

4.5. Review Fund Request from Minnesota Central Initiative Fund

City Administrator Pat Klaers explained the fund request from the Minnesota
Central Initiative Fund. He stated the city has also received a funding request
from the Historical Society.

Mayor Duitsman indicated that he would prefer to take no action on the requests
at this time and would rather discuss and consider these types of requests during
1998 budget deliberations.

4.6.

Consider City Council Participation in Sherburne County Parade

It was the consensus of the Council that they would participate in the Sherburne
County Fair parade.

4.7. Hi.qhland Road Project Update

City Engineer Terry Maurer presented the estimates for the two alternatives on
the Highland Road project. He stated that for a 30 mph curve it would be
necessary to tear up 270 feet in order to lower the vertical curve 1/2 foot. This
alternative would cost $17,000. He stated that for a 40 mph curve it would be
necessary to tear up 550 feet in order to lower the vertical curve 1 - 1 ½ feet. This
alternative would cost $35,000.

Terry Maurer recommended that the City Council fake no action at this time and
if a sidewalk was constructed at a later date, the Council could consider
reconstructing the curve at that time. It was the consensus of the Council to
take no action.

4.8. Update on Athletic Fields

Street/Park Superintendent Phil Hals indicated that the topsoil and grading has
been done on the fields. He stated that the irrigation pipe is in the ground and
he is waiting for the electrical hookup and well to be installed. He stated that the
original estimate for a 4" well was $9,000. He indicated that the well companies
have informed him that given the geology of the site, they do not feel the 4" well
will be adequate. He indicated the 8" well will be used strictly for irrigation. He
noted a domestic well will be needed at a later date. Phil requested the Council
also consider approval of $4,120 to Anoka Electric for the electrical installation.
He noted that these expenditures are higher than the original estimates, but felt
the total project should still be within the construction budget of $200,000.

COUNCILMEMBER FARBER MOVED TO APPROVE THE E.H. RENNER QUOTE FOR AN
EIGHT INCH IRRIGATION WELL AT THE CASS PROPERTY BALL FIELDS SITE IN THE
AMOUNT OF $19,684.62. COUNCILMEMBER HOLMGREN SECONDED THE MOTION.
THE MOTION CARRIED 5-0.

COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE ELECTRICAL INSTALLATION
AT THE CASS PROPERTY BALL FIELDS BY ANOKA ELECTRIC AT A COST OF $4,120.00.
COUNCILMEMBER FARBER SECONDED THE MOTION.
