Elk -.- <br />River <br />Parks and <br />Recreation <br />POLICY FOR FIELD USE-DRAFT <br />December 8, 2010 <br />Purpose <br />To define procedures and priority status for using and renting the City's recreational field <br />facilities in an equitable manner to best meet the community needs. <br />Priority for Scheduling Facilities <br />The following priority schedule will be used for use of City athletic facilities: <br />1. All City activities or recreation programs. <br />2. Public schools within the city limits of Elk River. <br />3. Recognized community athletic associations. <br />To be recognized, the association must meet the following requirements: <br />• Generally serve the Elk River geographic area <br />• Provide proof ofnon-profit status (501-C3 number) <br />• Serves the largest number of Elk River participants per sport/activity <br />• Accepts all eligible Elk River residents into the program <br />• Publicly announce registration procedures in local newspapers <br />• Provide a certificate of liability insurance <br />Recognized athletic associations will be required to submit an annual <br />application form to the City to maintain their status. The City of Elk River <br />Parks and Recreation Commission will make the determination on <br />whether an athletic association is recognized. Decisions of the <br />Commission may be appealed to the City Council. <br />4. Other community groups including athletic associations, churches, or civic <br />organizations that provide recreational opportunities to Elk River residents. <br />5. All other individuals or groups including non-resident, commercial and private <br />membership groups. <br />
