Memo to the Mayor and City Council/CU 97-10 <br />May 19, 1997 <br /> <br />proposed would be ideal for a secondary system. <br />proposed building this option will be eliminated. <br /> <br />By constructing the <br /> <br />Page 4 <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission reviewed the conditional use permit and <br />highlighted the issues relating to the septic system, future improvements to <br />173rd and maintaining performance standards for commercial development. <br />Assuming these issues could be met, the Commission recommended approval <br />of the conditional use permit request for L&W L.L.C. with the conditions <br />outlined in the staff report and the following additions and modifications: <br /> <br />o <br /> <br />The parking setback along 173rd be measured from the planned right of <br />way of 80 feet. <br /> <br />10. <br /> <br />All septic easement issues be resolved between the property owners <br />prior to issuance of a building permit. <br /> <br />11. <br /> <br />Additional landscaping be included between the proposed building and <br />the Bridgeman's Restaurant immediately to the west. <br /> <br />Recommendation <br /> <br />Staff is concerned with the amount of development occurring on this parcel <br />without city sewer and water available. Furthermore, the long range plans <br />for this area may be in conflict with the proposed plans. If the City Council <br />wishes to approve this request, staff recommends the City Council approve <br />the conditional use permit request for L&W Limited Liability Company to <br />construct a second principal building and operate an auto shop based on the <br />following conditions: <br /> <br />The proposed site plan be revised to demonstrate sufficient location for <br />a primary and secondary drainfield for both commercial buildings. <br /> <br />The site plan shall demonstrate a design that meets the city's <br />dimensional requirements for parking and drive aisle widths. <br /> <br />o <br /> <br />No landscaping shall be placed in areas where there will be a <br />drainfield. <br /> <br />o <br /> <br />The parking setback along 173r~ be measured from the planned right of <br />way of 80 feet. <br /> <br />s:XplanningXcu97-10.doc <br /> <br /> <br />
