Memo to the Mayor and City Council/CU 97-10 <br />May 19, 1997 <br /> <br />Page 3 <br /> <br />Other Site Improvements <br /> <br />As previously mentioned, the parking lot improvements will have to be <br />completed as part of this conditional use permit in accordance with the city's <br />performance standards for commercial property. The required number of <br />parking stalls will need to be provided on site in accordance with the city's <br />parking requirements. A complete landscaping plan incorporating the city's <br />standard requirements, as well as recommendations from the Planning <br />Commission will also have to be submitted for final approval prior to <br />issuance of a building permit. <br /> <br />Septic and Well <br /> <br />The subject property was originally part of the Bridgeman's site immediately <br />to the west. The owner at that time constructed the drainfield for the <br />Bridgeman's facility on the subject property. The drainfield itself is <br />approximately 37 feet wide and 125 feet long. The existing drainfield does <br />not fall within a "private" drainfield easement previously granted to the <br />subject property. Therefore, a condition of this approval is the property <br />owners resolve the drainfield easement issue and have the easement <br />modified to accurately reflect the area where the existing drainfield currently <br />exists. <br /> <br />In speaking with Dick Lorntson from Precision Frame & Alignment, the <br />property owners (Bridgemans and L&W L.L.C.) have met and are preparing <br />the appropriate easements to correct the current situation. <br /> <br />The other major issue associated with the well and septic is the condition of <br />the existing drainfields. The building official did express a concern with the <br />condition and operation of the drainfield from the Bridgemans site that <br />encroaches on the L&W property. As a condition of the Bridgeman's <br />approval, the drainfield will need to be tested and approved by a certified <br />septic inspector to verify the drainfield's operation. Furthermore, the <br />drainfields serving Precision Frame and Deano's Auto Collision buildings will <br />need to be designed to accommodate both of their uses. <br /> <br />Single family plats are required to demonstrate two septic locations and staff <br />believes this should also apply to commercial and industrial. Based on the <br />proposed plan, it may be difficult to install a "secondary drainfield" system on <br />this property, in the event any of the drainfields fail. Staff is conce'rned with <br />this since it is uncertain when city sewer and water will be made available to <br />this site and there should be provisions made to accommodate installing a <br />new system.
