Memo to the Mayor and City Council/CU 97-10 <br />May 19, 1997 <br /> <br />Overview <br /> <br />Page 2 <br /> <br />The request involves constructing a second free-standing building of <br />approximately 5,525 square feet on the same parcel as the existing building. <br />The existing building is approximately 7,200 square feet and currently <br />accommodates two businesses, Precision Frame & Alignment and Deano's <br />Auto Collision. The proposed building would allow Precision Frame and <br />Alignment to move into the new building, permitting Deano's Auto Collision <br />to expand into the balance of the existing building. <br /> <br />Along with the proposed building, the parking area will have to be expanded <br />and improved, not only to meet the city's parking requirements but also the <br />additional parking demands of both businesses. <br /> <br />Future Water, Sewer and Other Infrastructure <br /> <br />Currently, the city has an ordinance in place which delays development <br />within commercial and industrial zoning districts which lie within the urban <br />service district and do not have the availability of city sewer and water. This <br />issue will be discussed by the City Council at the May 19th meeting. The <br />proposed ordinance amendment would allow expansion of existing businesses <br />and the opportunity to construct additional principal buildings on the same <br />parcel. (Please refer to Case No. OA 97-8) <br /> <br />Any action taken on this proposed application will be conditioned upon that <br />ordinance amendment being approved by the City Council. <br /> <br />Future Road Improvements <br /> <br />It is anticipated that 173rd Avenue will be upgraded at some point in the <br />future to accommodate the additional commercial and industrial traffic as <br />this area redevelops. Currently there is 66 feet of right of way. It is <br />anticipated 80 feet of right of way will ultimately be necessary. Therefore, <br />staff is suggesting any parking lot improvements made along 173rd be set <br />back in accordance with the planned right-of-way for 173rd. <br /> <br />In addition to the improvements to 173r~ it is also envisioned that a frontage <br />road will have to be put into place to provide access to future commercial <br />development along the Highway 10 corridor. As the east Highway 10 <br />corridor begins to develop into more intense uses, access issues will become <br />more of a concern for both the city and MN/DOT. At this time, staff is <br />uncertain where the frontage road will exactly be located. However, based <br />on frontage roads' typical distance from a highway, the frontage road may <br />occur between Bridgemans and the subject property. <br /> <br />s:\planning\cu97-10.doc <br /> <br /> <br />
