Elk River City Council Minutes <br />April 7, 1997 <br /> <br />Page 5 <br /> <br />Roger Derrick, Cottage Homestead, indicated that his purpose for addressing the <br />Council is to inform them of the accelerated construction schedule and to <br />update the Council on the application that was recently reviewed by the <br />Planning Commission in regard to changing the age requirement for residency in <br />his development. Roger Derrick also spoke about his meeting with Guardian <br />Angels and their willingness to offer services to those residents in Cottage Homes <br />who are still independent, but need services to remain independent. Mr. Derrick <br />stated that he would be withdrawing his most recent application. <br /> <br />Roger Derrick indicated that the city has requested him to grade Phase III as soon <br />as possible because the city plans to put a water main through the property. He <br />indicated that prior to any construction being started, the city requires that the <br />developers agreement be signed and the developer post financial security with <br />the city. Roger Derrick requested that he be able to do the grading on all of the <br />property so as to get all of the phases graded and the utilities completed in <br />Phase II. He requested the Council to waive the security fees until he receives a <br />construction loan on the 15th of May. Roger Derrick indicated that he has <br />contractors that are ready to do the work now and they may not be able to do <br />the work after May 15. Roger Derrick indicated that he would be willing to post <br />cash in the amount of $17,000 up front in case something happened and the <br />grading had to be redone by the city. <br /> <br />Vice Mayor Dietz indicated that he would not make a decision until he has had a <br />chance to discuss this issue with the city planner and city engineer. The city <br />administrator indicated that the city planner and city engineer feel that this <br />request is a deviation from existing city policy which could create a precedent for <br />other requests. <br /> <br />Councilmember Farber indicated that he felt there is a certain rationale behind <br />the developers request which has to do with the city bringing in the water main <br />sooner than expected. Councilmember Thompson indicated that the Council <br />should check with the city engineer and city planner prior to making a decision. <br />Councilmember Holmgren requested the finance director to come up with an <br />alternative method of payment for the 30 days. <br /> <br />It was the consensus of the Council to put this issue on the April 21, 1997, City <br />Council agenda. <br /> <br />6.A. Flood Update <br /> <br />Fire Chief Bruce West updated the Council on the existing flood conditions. <br /> <br />6.B. Microfiche Purchase <br /> <br />City Clerk Sandra Thackeray stated that the city budgeted equipment reserves <br />for a microfiche reader/printer. She indicated that she received three quotes for <br />the machine and requested the Council to authorize the Iow quote from Midwest <br />Microfilm at $2,150. She indicated that this machine is a reconditioned machine <br />which fits the city's needs. <br /> <br /> <br />
