Based upon our discussion, the following is a brief summary of
the issues talked about.

1. CSAH NO. 1

You indicated that the County Board had not taken formal action regarding
funding of the detached pathway that the City of Elk River had requested
in conjunction with the CSAH 1 upgrade. You had indicated that you
would be going to the County Board on Tuesday, January 14, to seek
some Board direction on that question. Assuming Board direction is
forthcoming, you indicated that the plans could be completed and that the
project could be constructed in 1997. You restated your desire to have the
City take the lead on the CSAH I/TH 10 intersection improvement. You
also stated that you may need some additional help on the redesign of
CSAH No. 1, given the short staffing currently in your office. I suggested
that you have a good handle on that by the joint meeting and bring that
issue up for the City Council's consideration.

OFFICES IN:

JNNEAPOLIS

PRIOR LAKE

ST. The conclusion of the City Council was that no
pedestrian tunnel would be installed. Instead, the City of Elk River would
request that a pedestrian cross-walk be signed and striped at the location
of the City trail. They would also request that a detached pathway be
constructed on the south side of CSAH 1 leading from the City pathway
down to the intersection of CSAH 1 and Proctor Avenue. This would
allow for easier crossing of CSAH 1 in the future, anticipating that this
intersection would someday be signalized.

An Equal Opportunity Employer
