Mr. Pat Klaers
January 23, 1997
Page Three

On October 18, 1996, having heard nothing from the County as to how the project
was proceeding, I wrote a letter to Dave Schwarting asking him what the schedule
was and if there was anything that we could assist him with. I received no
response to that letter.

On January 13, I met with Dave Schwarting to discuss the various issues that may
be topics at the joint City Council/County Board meeting. In the discussion of
CSAH 1, he indicated that he did not have clear direction on the funding of the
trail, and would be discussing that with the County Board the following day,
Tuesday, January 14th.

On Tuesday, January 14th, the County Board did discuss this item again. They
referred back to the October minutes and again gave Mr. Schwarting the same
direction, to narrow the road, add a detached pathway, and the additional cost that
could not be offset by narrowing the road should be split between the City and the
County. I asked Mr. Schwarting if the project could still be accomplished in
1997. He indicated that it could, but he would need help from the City in the
redesign, as well as taking the lead on the intersection of CSAH 1 and TH 10
improvements. I suggested to Mr. Schwarting that he be prepared at the joint City
Council/County Board meeting to bring this item up for City Council discussion
and direction.

If you have any questions regarding the history on this project, or would like any backup
in the form of letters, please call.

Sincerely,

MSA, CONSULTING ENGINEERS

Terry Y.
