Elk River City Council Meeting <br />January 27, 1997 <br /> <br />Page 5 <br /> <br />indicated that some of the issues that need to be dealt with concern drainage, <br />funding, and access. He indicated that lhe county is working on a solution to this <br />problem. <br /> <br />Alcohol Compliance - Discussion was held regarding the Sherburne County <br />alcohol compliance check. It was noted that 47 percent of the establishments in <br />Elk River sold alcohol to underage youth. Dave Loch indicated that the County <br />Board has requested staff to consider contacting cities within the county to see if <br />an ordinance can be adopted to try to curb the sale of alcohol to minors. It was <br />indicated that the development of an ordinance consistent with other cities in <br />the county would be appropriate. It was the consensus of the city and the <br />county to work together on this effort. <br /> <br />County Park Plan - Chair Betsy Wergin indicated that Sherburne County held a <br />public hearing on its proposed park plan. She indicated that the main focus of <br />the plan is trails and providing safety. She indicated that the plan will be back on <br />the County Board agenda in February for county action. <br /> <br />Ditches - City Building and Zoning Administrator Steve Rohlf indicated that the <br />most critical area in Elk River is Ditch 28. Steve Rohlf discussed a possible plan for <br />correcting Ditch 28 problems, however he indicated that it is not feasible for the <br />city to correct the problems in 1997 due to a lack of funds. He indicated that the <br />city will be evaluating the repairs and maintenance that will be necessary for <br />Ditch 28 and that the city will be asking the county to abandon a section of Ditch <br />28 in the future. <br /> <br />Com~nissioner Engstrom indicated that the landowners affected by Ditch 28 <br />problems have indicated that they would like to get the ditch taken care of <br />because they bare the financial burden each time the ditch is broken down. <br />Commissioner Engstrom indicated that there will be problems with the ditch this <br />year. <br /> <br />Ditch 10 - Steve Rohlf indicated that the City of Elk River is continuing its work on <br />Ditch 10. <br /> <br />Miscellaneous Updates - Chair Betsy Wergin distributed an agreement for the joint <br />exercise in powers for the coordination of land use planning in Benton, Sherburne, <br />and Stearns counties. She explained the purpose of the agreement is to <br />coordinate the exercise of powers in issues such as coordinating comprehensive <br />plans, zoning, and subdivision ordinances, etc. <br /> <br />Dave Loch updated the Council on the status of the fairgrounds. He indicated <br />that for the foreseeable future the fairgrounds will be in the City of Elk River. <br /> <br />Dave Loch updated the Council on the status of the government center <br />expansion. <br /> <br />Mayor Duitsman updated the County Board on the status of the Energy City <br />program. He indicated that anything the county could do with it~ expansion to fit <br />into the energy efficiency model would be appreciated. He indicated that the <br />City of Elk River has made a commitment to energy efficiency. Steve Rohlf <br />updated the county on energy city programs. <br /> <br /> <br />
