Elk River City Council Meeting <br />January 27, 1997 <br /> <br />Page 4 <br /> <br />The following County Commissioners were present: Arne Engstrom; Terry Nagorski; <br />and Betsy Wergin. <br /> <br />The following county staff were present: Dave Loch, County Administrator; Dave <br />Schwarting, County Engineer. <br /> <br />Transportation Issues - Mayor Duitsman indicated his concern about the timetable <br />for the proposed improvements to County Road 1. County Engineer Dave <br />Schwarting indicated that County Road 1 is scheduled for improvements, <br />however, the trail design needs to be incorporated into the plan. The timeframe <br />for the improvements depends on who will update the plan to incorporate the <br />trail. Dave Schwarting further indicated that the upgrade of County Road 1 has <br />never been a high priority for the county. He further stated that the county is <br />conforming to the city's request for the upgrade of County Road 1. Dave <br />Schwarting indicated that the Sherburne County Board has recently committed <br />to spending some funds for trails. <br /> <br />Discussion was held regarding reconfiguration and improvements at the County <br />Road 1 and Highway 10 intersection. The City Council indicated that the city is <br />willing to move forward with this improvement. <br /> <br />It was the consensus of the city and the county to have the County Board make <br />a formal request to have the city take the lead on the design and construction of <br />the trail along County Road 1 which would include redesign of the current plans <br />to include the trail. It was further the consensus that the county staff should <br />request that the County Board make a formal request to have the City of Elk River <br />take the lead on the redesign of the intersection of County Road 1 and Highway <br />10. <br /> <br />The City Engineer reviewed the city's plans regarding County Roads 12 and 13. <br />He informed the county that the city is considering the eastern part of Elk River <br />along the County Road 12 corridor as the next area to be opened for sewer and <br />water. He indicated that the extension of these services revolves around the <br />realignment of County Road 13 so the intersection of County Road t2 and 13 is <br />further to the east. Dave Schwarting indicated that the county has applied for <br />and received ISTEA funds for the improvement of County Road 12. He indicated <br />that they have plans ready to go for the improvement, but have not <br />incorporated the city's plans into the county's plans. Discussion was held <br />regarding the county requesting a one year delay for using the ISTEA funds so that <br />the city and county can coordinate their plans. <br /> <br />Lon.q Ran.qe Plan - Dave Schwarting indicated that Sherburne County has <br />scheduled a meeting for February 19th 'Jo get all cities in the county together to <br />discuss the long range transportation plan. Commissioner Engstrom indicated <br />that the issue of city/county jurisdictional study included in the transportation <br />plan. <br /> <br />Councilmember Dietz questioned why the section of County Road 33 between <br />Proctor Avenue and Highway 169 had not been resurfaced when the rest of <br />County Road 33 was resurfaced. Dave Schwarting indicated that this section has <br />not been resurfaced because the road needs more than resurfacing. He <br /> <br /> <br />
