COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 97-12, A RESOLUTION FOR THE CITY OF ELK RIVER RELATING TO MODIFICATION OF THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND THE TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 16. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. 10. Other Business 10.1. Mayor Duitsman Mayor Duitsman indicated that he has received some comments regarding the Roger Derrick development. He indicated that he felt the neighboring residents were under the impression that the development would be limited to people 55 years of age and over. Mayor Duitsman indicated that he has been informed by Roger Derrick that he would like to change this requirement. Mayor Duitsman requested input from the City Council as to whether the developer should be required to hold another public hearing to inform the residents that development would not be limited to a certain age bracket. It was the consensus of the City Council to hold a public hearing. City Attorney Peter Beck indicated that the city should consider amending the PUD if the 55 year or over age requirement is not adhered to as originally agreed upon. 10.2. Elk Terrace Mobile Home Park City Administrator Pat Klaers indicated that staff is requesting the City Council to continue the public hearing that was scheduled for February 3, 1997, until February 18, 1997. It was the consensus of the Council to continue the public hearing for the Elk Terrace Mobile Home Park until February 18, 1997. The City Administrator informed the Council that this would have to be done by motion on February 3. He further indicated that the residents of the mobile home park would be informed of this action prior to the February 3rd City Council meeting. 8. Open Mike No one appeared for this item. The City Council recessed at 6:45 p.m. 9. Joint Meetinq with Sherburne County Board of Commissioners and City Council The City Council reconvened at 7:00 p.m. for a joint meeting with the Sherburne County Board of Commissioners.
