Elk River City Council Meeting <br />January 27, 1997 <br /> <br />Page 3 <br /> <br />Housing and Redevelopment Authority has approved the modifications to the <br />Development Program for Development District No. 1 and Plan for Tax Increment <br />District No. 16. Paul Steinman further indicated that Sherburne County and <br />School District No. 728 have reviewed the TIF proposal. <br /> <br />Mayor Du]~'sman opened '~he publJc hearing. There beJng no one for or agaJnst <br />the matter, Mayor Duitsman closed the public hearing. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 97-12, A RESOLUTION <br />FOR THE CITY OF ELK RIVER RELATING TO MODIFICATION OF THE DEVELOPMENT <br />PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND THE TAX INCREMENT FINANCING <br />PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 16. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />10. Other Business <br /> <br />10.1. Mayor Duitsman <br /> <br />Mayor Duitsman indicated that he has received some comments regarding the <br />Roger Derrick development. He indicated that he felt the neighboring residents <br />were under the impression that the development would be limited to people 55 <br />years of age and over. Mayor Duitsman indicated that he has been informed by <br />Roger Derrick that he would like to change this requirement. Mayor Duitsman <br />requested input from the City Council as to whether the developer should be <br />required to hold another public hearing to inform the residents that development <br />would not be limited to a certain age bracket. It was the consensus of the City <br />Council to hold a public hearing. <br /> <br />City Attorney Peter Beck indicated that the city should consider amending the <br />PUD if the 55 year or over age requirement is not adhered to as originally agreed <br />upon. <br /> <br />10.2. Elk Terrace Mobile Home Park <br /> <br />City Administrator Pat Klaers indicated that staff is requesting the City Council to <br />continue the public hearing that was scheduled for February 3, 1997, until <br />February 18, 1997. It was the consensus of the Council to continue the public <br />hearing for the Elk Terrace Mobile Home Park until February 18, 1997. The City <br />Administrator informed the Council that this would have to be done by motion on <br />February 3. He further indicated that the residents of the mobile home park <br />would be informed of this action prior to the February 3rd City Council meeting. <br /> <br />8. Open Mike <br /> <br />No one appeared for this item. <br /> <br />The City Council recessed at 6:45 p.m. <br /> <br />9. Joint Meetinq with Sherburne County Board of Commissioners and City Council <br /> <br />The City Council reconvened at 7:00 p.m. for a joint meeting with the Sherburne <br />County Board of Commissioners. <br /> <br /> <br />
